34 BETHLEN NAPTÁR age, whether they are wholly or half orphaned, or those lacking proper care. Admission may be gained in the first place by such children who are wholly orphaned children of members of the Federation; in the second place, half orphaned or children of members of the Federation lacking proper care; in the third place, and only exceptipnally, wholly or half orphaned children of such parents who, while not members of the Federation, are or were members of such organizations which contributed regularly to the upkeep of the Bethlen Home. “Application for admittance to the Children’s Home shall be presented with the recommendation of a branch of the Federation and, as far as possible, with that of the officers of a church. Applications are to be mailed to the Superintendent of the Home. “The parent or guardian of the child whose application is presented shall cause the child to be examined by a physician in order that no contagious disease may be taken into the Home.
