34 BETHLEN NAPTÁR age, whether they are wholly or half orphaned, or those lacking proper care. Admis­sion may be gained in the first place by such children who are wholly orphaned children of members of the Federation; in the second place, half or­phaned or children of mem­bers of the Federation lacking proper care; in the third place, and only exceptipnally, wholly or half orphaned children of such parents who, while not members of the Federation, are or were members of such organizations which contrib­uted regularly to the upkeep of the Bethlen Home. “Application for admittance to the Children’s Home shall be presented with the recom­mendation of a branch of the Federation and, as far as pos­sible, with that of the officers of a church. Applications are to be mailed to the Superin­tendent of the Home. “The parent or guardian of the child whose application is presented shall cause the child to be examined by a physi­cian in order that no conta­gious disease may be taken into the Home.
