At this ceremony Foundation Documents were placed in a bronze cylinder consequently installed in the Central Buildings main wall. This was witnessed by King Franz Joseph, Prince Joseph, Prime Minister Károly Kheun-Héderváry, Ministerfor Culture, Count János Zichy and other prominent Hungarian dignitaries and contained the following text: "We Franz Joseph I. by the grace of God Emperor of Austria, King of Bohemia, Apostolic King of Hungary, et cetera, et cetera. Within our hearts are pleased to bear unhindered Hungary's contribution to the technical sciences at this university raised in Budapest. Floated before our eyes the healthy economic development of Hungary. We hereby sanction the Joseph Technical University to be permanent and appropriate as placed on the 21st of July 1902 under Article of Law 1902 XVII. The great work of architecture, commenced under Dr. Gyula Wlassics Minister of Religion and Public Education, then Rector Dr. Lajos llosvay and Technical University Professor Győző Czigler was completed in the year of 1909 under Count Albert Apponyi Minister of Religion and Public Education, Rector Dr. Vince Wartha and Technical University Professors Alajos Hauszmann and Samu Pecz. Safe in the knowledge that the Royal Joseph Technical University, while on the one hand continually develops the technical sciences always on the other hand never forgets that, as it belongs to our house, will maintain and bring forth the greatest sacrifice of all, granted within the keystone to this main wall: to ensure that in the eyes of The Almighty his wish for a long-term peace be satisfied and his imperative and undisturbed support for this academic seat of higher education be provided for. Budapest, 25th May 1910." To commemorate the royal visit the Prime Minister presented the Technical University a six metre high group statue, in Carrara marble, of King Franz Joseph and Queen Elizabeth, by the university teacher of sculpture Antal Szécsi. This was originally intended to be placed in the central cupola of the House of Parliament. The reason forthis relocation being problems with foundations resulting in the final location being opposite the entrance to the Library.
