Ágnes Tóth: Relocations in Hungary between 1945 and 1948 (Relations among the Germans' resettlement, domestic migrations and the Slovak-Hungarian population exhange) It is known by everyone, now with its consequences, that the principled and practical settlement of people living in the Danube-basin is their common problem, which still has not been solved. The people and governments of this region took no notice of this for a long time, and from time to time - alleging determination of foreign and home affairs - they failed to work out the real settlement alternatives. An opportunity presented itself again after the second world war to settle the situation of ethnic minority living in different countries with different population according to the legal standards. Since having the fights ceased, the elite of the states of Middle-Europe, taking political, governing responsibility, besides the reconstruction of the countries, the arrangement of democratic order, they also had an opportunity to solve the problems - that presented themselves as a historical succession for decades - of the ethnic minorities. However, the ressettlement actions with the active collaboration of the Great Powers - witch was declared to be the radical settlement of the problems of ethnic minority - naturally could not ease the accumulated tensions, what is more, they induced others, because of their being anti-humane, anti-democratic, since they were executed as punitive actions. At the same time they created legal ground for representing nationality questions as the home affair of a country, pushing the principle into the background, according to which the situation of ethnic minorities is always and above all the measure of the democracy. The mistakes made is the policy towards the nationalities were made even more serious by the fact that the Political Power made the scientific elaboration of these events impossible for long decades, so not only their elaboration, which is free from any emotion ran into difficulties, but also the facing the events that had happened.
