According to it the Hungarian public law and the internal affairs became independent but there were common official businesses defined, as well. During the period of this Parliamentary meeting the views of the parties became clear (the Deák Party, the Kálmán Tisza Party and the leftist National Party of 1868 established on 2 April 1868 with the leading of József Madarász). The Parliament which closed 10 December 1868 established the conditions of the economical and social changings. Its following task was to ensure and the develop it. Besides the historical antecedents the study shows the history of two congressmen’s election of Kecskemét from the arrangements to the elective events. The election in Kecskemét was defined by the Act 1848 V, like everywhere else in Hungary. During the preparation for the election in Kecskemét (forming the two constituencies and the committees responsible for the drafts of the electives, and arranging the venue and the date of the registrations) political forces appealed who wanted to take part in or to influence the election. Local sympathizers of county political parties fought with each other in the two constituencies of Kecskemét. The study shows in details the political arguments before the election (the verbal and the printed ones, as well) which were based on the acceptance or the refusal of the Compromise of 1867. The fundamental question of the election of Kecskemét in 1869 was the Hungarian public law, as it was in the whole country. The supporting of Kecskemét Town’s interests was not really considered. It was typical of this election as it was in 1861 and in 1865 that rather people than parties entered. It is proved by the fact that Miklós Balásfalvi Kiss and Döme Horváth were re-elected for the third time as the Members of the Parliament.
