Act XXVI of 1949 on the new boundaries of the City of Budapest December 20th, 1949 The governmental power of the big capitalists and landowners, hostile to the people, has for decades prevented the union of neighbouring towns—mainly inhabited by workers— with the capital. The reactionary system of the past attempted by these means to deny the working class a political voice in the national centre, in the government of the capital. This obstinate insistence of the former regime on the artificial administrative division of economically connected and interdependent villages and small towns has seriously disadvantaged the working population living in the neighbourhood of Budapest, especially in so far as economic opportunities, cultural life and sanitation are concerned. A ten-year-old aspiration of the working people of the capital and the outlying towns is now becoming a reality as the Parliament of the Hungarian People’s Republic proceeds to wield these towns and villages into an administrative unity forming a single economic unit with the capital. Section 1. Parliament hereby unites the towns of county status, Budafok, Csepel, Kispest, Pestszenterzsébet, Pestszentlőrinc, Rákospalota and Újpest, and the villages of Albertfalva, Békásmegyer, Budatétény, Cinkota, Mátyásföld, Nagytétény, Pesthidegkút, Pestszentimre, Pestújhely, Rákoscsaba, Rákoshegy, Rákoskeresztúr, Rákosliget, Rákosszentmihály, Sashalom and Soroksár with the City of Budapest. Section 2. 1. Administratively, the area of the capital thus unified will be divided into districts. 2. The number, boundaries and names of these districts will be defined in a decree of the Council of Ministers. Section 3. Until the councils defined in paragraph 1 of Section 30 of the Constitution are set up, Parliament hereby prolongs the mandate of the members and substitute members of the Municipal Council of Budapest and of the local councils of the towns and villages united with the capital. XXX Section 4. Questions which at the time this Act is implemented fall within the powers of the autonomous authorities within the capital, and the specialized Civil Service administrations in the towns and villages now merged with the capital, shall be dealt with by specialized Civil Service authorities as establishments appertaining to the capital from the day on which this Act is implemented. 124
