I Members of Congress express concern to Kuchma THE SCHOOL ISSUE “If the school's ownership rights are not restored within a reasonable period of time, we will ask the U.S. Congress to help." The President of CHACR, Sándor Nagy, made this statement over two months ago regarding a building that was wrongfully taken firm an ethnic Hungarian college m Ukraine. Unfortunately, the problem has not been adequately addressed until now. A Congressional Letter to the President of Ukraine, however, now calls attention to the taking of property. The Congressional Letter, initiated by CHACR, the Hungarian American Caucus, and the Human Rights Caucus, was signed by Representatives Burton (IN-5), Kucinich (OH-10), LaTourette (OH-14), Tancredo (CO- 6), and Tubbs Jones (OH-11). "The actions taken by the City Council and the local court represent violations of the basic principles of democracy, do not adhere to proper legal procedure, and appear to constitute a confiscation of property" states the letter. Another victory of the Hungarian American grassroots organization, CHACR, the letter expresses Congressional concern over the improper taking of a building from the only ethnic Hungarian institution of higher learning in Ukraine. The letter also discuses the possible negative effects such unjust actions will have on investment and economic growth of the region. The Congressional Letter will send a message to the government of Ukraine that ethnic minority rights and property rights must be adhered to in a democratic society. Sándor A. Nagy traveled to Beregszász (Beregovo), Ukraine, on July 26 to conduct a two-day fact finding mission for the U.S. Congressional Human Rights Caucus regarding the unusual, circumstances surrounding the Hungarian school’s loss of property rights to its own building. The Teachers College is the only ethnic Hungarian institution of higher learning in Ukraine. In 2002, the City Council of Beregovo unanimously transferred a Soviet-era arms factory (formerly a courthouse) to the Transcarpathian Hungarian Teachers College provided that certain conditions were met, including that the school restores the rundown building. The property transfer occurred during a 2002 ceremony attended by both the President of Hungary and the Prime Minister of the Ukraine.
