The author is David Osborne, the article “Environmental Regulation” appeared in the Atlantic Monthly.

I read it with foreboding. Environment control is essentially a study in futility. Everyone agrees we should have it. No one will do anything to achieve it, until the law tells him to. Further reading in detail how our air, water and land are being systematically poisoned is not a way of having a nice day.

For example: we all know about the Love Canal tragedy. The EPA tells us that of the nation’s eigh- thy tousand dumps, 28,000 may contain toxic - wate. Of these 1-2000 pose serious hazards, 29 are at least as dangerous as Love Canal. Industry adds to this mess some 50 million tons a year.

That’s for opener, but don’t go away, there is more.

The chemical revolution has put 55.000 manmade substances into the environment over the past 50 years. Now of course that number doesn’t mean anything but lets break it down. Twenty have been linked to cancer in humans, while several hundred have been linked to animals, an indication that may cause it in humans as well. The EPA has listed about 2000 chemicals as suspect, with additional hundreds being added every year.

For the EPA to do its job, it must be able to assess some 300 to 400 chemicals a year. Seems they were getting ready to do this in the Carter Administration; I don’t have to tell you what happened under the present “leadership”. It’s not iust that these people are bringing us back to the Stone Age, it’s that they report to Congress that everything is fine and they can handle it with reduced personel,

equipment and enlightened business men. They do this with a straight face. Anne Gorsuch, present EPA administrator, says she can get twice as much done with half the money.

Alice in Wonderland becomes a factual storv alongside these people, and you could laugh as you did with Alice, only it hurts when you can’t breathe.

It’s the same story with Occupational Safety & Health Administration (OSHA),the agency responsible for safety in the workplace. They had begun to make a dent. The AFL-CIO estimates, on the basis of government figures,that 115.000 American workers die every year, due to job-related industrial accidents or illnesses. Job-related injuries dropped 19 %, deaths 23 % in the years 1972-80. Administrator ,Thorne Auchter was a Florida contractor, whose firm accumulated 48-OSH A violations before he got the job (what better way to get experience ),

Continue with Mine Safety and Health Administration, National Highway Traffic Safety Administration, Food and Drug, Nuclear Regulatory Commission. In line with administration policy, they are fragments of what they were.

The author points out that federal regulation isn’t the only solution. A simple protection is to require that industries carry insurance against accidents. This forces the insurance industry to set premiums after examining the facility. It would result in employer’s cleaning up their act. But of course this administration is out to deregulate, not the opposite.

Like I said, the outlook is grim and we are all affected. There is no light at the end of the tunnel.

When the Rev. James H. Waller arrived to speak at the Meriden Unitarian Universalist Church one Sunday morning, he carried a heavy, dirty box held together by rope;

“I introduce the box at speeches as a bomb”- he explained. “And it is one - a psychological bomb.”

The “bomb” is packed with computer print-outs bound according to state, like telephone directories. The print outs list the names of the 57.661 young men killed in combat in Vietnam The point, according to Rev. Waller, a Unitarian Universalist minister-at-large, is to illustrate the constriction and potential destruction of life by the nation’s military mentality.

To Rev. Waller the box represents the destructive potential of war for lives, families and dreams. But he also looks on the awakening of a strong anti-war movement during the Vietnam era as a model for a mass political movement against “the nuclear madness we’ve drifted into.”

“This is a democracy, ordinary citizens are responsible for what our leaders decide, ’’ he said. “During Vietnam, enough people got in the streets and said, ‘No, we’re not going to do this anymore.’ If enough people will do that we can slow and reverse the arms race.”
