State University, Long Beach AMONG ALL THE NAMES given to Jesus, none stirs the imagination of His followers more than this name: "the Good Shepherd." Even in our machine-age town and city life, the name still quickens old and familiar thoughts of green pas­tures and still waters, of a Companion traveling with us through the valley of the shadow (Ps. 23), of the Protec­tor who comes to our defense when the wolves of evil would catch and scatter us. But even more vividly, we see a beloved Figure, staff in one hand and in the other arm a lamb safe against His breast. Sometimes, the figure of a lamb changes, perhaps to that of an old and feeble sheep, perhaps to that of a "black" sheep. For all this is what Jesus as the Good Shepherd is to those who know Him, and whose lives He has touched. To little children, He stands for everything calculated to inspire them to sing "Jesus loves the little children, all the children of the world." To the aged and troubled, to all who are beaten down by life, He is the incarnation of man’s Refuge and Strength and Present Help. And to all who wander far from God, He is the type and shadow of the Ever­lasting Mercy. In addition to being lost by wandering, there is also being lost by disuse. (Luke 15:8-10) That lost coin was lost in the sense that the housewife to whom it belonged did not know where it was. But it was lost in a larger sense than that. It was not out on loan, earning inter­est and adding to itself toward some proverbial "rainy day." It was not being given to help meet the need of one of God’s less fortunate children. It was doing no wrong, but it was doing no right, no good; its wrong was in its disuse. Some people get lost that way. They do no malicious, deliberate wrong. They do not hurt anybody. But the tragedy of their lives is a tragedy of waste, - talents, and powers, gifts of God, doing no one any good in a world which is desperately in need of having good done in it; talents and powers withering away as an unused muscle shrinks until, because it was not used, it becomes useless. Have you any talents which you are witholding from the church to which you belong? Why not? VIENNA (MTI) - European commissioner for agriculture Franz Fischler highly appreciated, at a panel discussion held in Vienna, the preparation of Hungary’s European Union accession. The discussion, organized by the Austrian-Hungarian Friendship Society and the Austrian Chamber of Commerce in Vienna, was chaired by Austrian Minister of Health Maria Rauch-Kallat (who is also chair of the Friendship Society) and was attended by Peter Balazs, Hungarian Foreign Ministry’s State Secretary for Integra­tion and Foreign Economic department, László Parragh, President of the Hungarian Chamber of Commerce, and Peter Rejtő, Austrian trade representative to Hungary. Discussing his particular area, Fischler said farmers on both sides of the border still fear enlargement, although this obviously cannot be justified for both countries. Hungarian economy per­formed very favourably, its exports to the EU were more than dou­ble its imports from there, Fischler said. He added he firmly be­lieves this tendency will continue. Peter Balazs reviewed Hungary’s preparations and proposed several topics that should be reconsidered. These include how bilat­eral relations can be integrated in the EU, for instance, in the EU Convention, where it can be seen that the interests of Hungary and Austria are nearly identical. He added consideration should given to the fact that the current enlargement round will create a south-east European region that could, for instance, coordinate various devel­opment projects. Another topic worthy of consideration, he said, is that of cooperation with the new EU neighbours. Balazs added Hungary will be in a special situation of being di­rectly linked to the EU, the Balkan region and to the Common­wealth of Independent States (CIS). Parliament: EU Accession Treaty - General Debate BUDAPEST (MTI) - The parliamentary groups of all four parties support the approval of a resolution proposal that would authorise the government to sign the accession treaty with the European Un­ion. Parliament began its general debate over the proposal. Addressing the session, Foreign Minister László Kovács said the April 12 referendum will provide authorization to the government to sign the document, but all four parties agreed on the need to ap­prove the resolution. He added the final vote over the proposal will be held after the result of the referendum is made public, as a result of consensus between the parties. MP Pal Vastagh of the ruling Hungarian Socialist Party (HSP) reviewed the accession process and noted a parliamentary authori­sation resolution had been passed in 1994, when the accession re­quest was submitted. MP Richard Horcsik of the opposition Fidesz-Hungarian Civic Party said the parliamentary resolution proposal indicates there is no accession to the EU without Parliament. MP István Szent-Ivanyi of the junior coalition partner, the Alli­ance of Free Democrats (AFD), proposed that Parliament should also be represented at the signing of the document. He said it would make the signing of the treaty unassailable. MP András Kelemen of the opposition Hungarian Democratic Forum (HDF) said, among other things, that Hungary did not make appropriate use of its preparation period. “If we accept the fact that accession is the joint achievement of four Parliaments and five consequtive governments, then we must also accept that the shortcomings also cannot be linked to one single government,” Foreign Minister Kovács said in a comment on what was heard in the debate. World Anti-Racism Day: Parliament to Discuss New Law BUDAPEST (MTI) - Hungarian Parliament will soon receive the draft of anti-discrimination law and the reworded penal code paragraph regarding incitement, however, the stand against dis­crimination cannot remain merely on the level of laws, it should be upheld in public as well. Minister of Justice Barandy referred to the law-making tasks related to combatting racism and particularly mentioned that the related paragraph of the Penal Code will be rewritten and the anti­­discrimination law will be enacted. The next task of criminal law is to regulate incitement against communities, he said, but added this is a difficult problem in the European Union as well. “We must enact a clear, transparent and unambiguous regulation that can be applied by those enforcing the law, particularly the police, without any difficulties,” Barandy said.
