William Penn Fraternal Association Scholarship Foundation, Inc. Fraternalism makes the difference when families consider their options for life insurance and annuities. William Penn Association members can take advantage of fraternal benefits like the Orphan's Benefit, Newborn Children Benefit, Graduating High School Seniors Benefit and our scholarship program, offered through the Wil­liam Penn Fraternal Association Scholarship Foundation, Inc. (WPFASF). Our scholarship program provides much needed financial assistance to families interested in sending their children to college or nursing school. In 2019, the WPFASF is celebrating its 50th Anniversary-the Golden Anni­versary. Back when it was first incorporated in 1969, the WPFASF sought donations from the Association's mem­bership, saying it was committed to "reaching out to talented students and changing their financial despair into the bright promise of a brilliant future." Today, the WPFASF still holds to that ideal. The first mention of a scholarship program was recorded in the minutes of the 26th General Convention on September 13, 1967, when the delegates directed the Association's Board of Directors to offer scholarship grants. By June 1969, the WPFASF had been incorporated as an entity separate from the Association, with its own By-Laws and a charter approved by the Commonwealth of Pennsylvania. Later that year, the WPFASF was qualified as a tax-exempt organization by the IRS, enabling it to grant scholar­ships by 1970. Some of the Scholarship Foundation's first donors included Former National President Elmer Charles, former National Director Rev. Andrew P. Jacobs, and the Standard Press and Parker Photo Offset Printing Company of New Brunswick, N.J. In those early days, there were three categories of scholarship grants: grants based on scholastic achievement, grants based on financial need and grants awarded to students studying insurance marketing.
