The By-Laws of the William Penn Association (Article VI, Section 606) state that "the election of Branch Officers shall be held at the annual meeting in December. Each Adult Life Benefit Member shall have one (1) vote for each office. Elections shall be by a majority of those present at the annual meeting. Officers elected at the annual meeting shall be installed immediately.” According to the same section of the By-Laws, "only an Adult Life Benefit Member is eligible to be a Branch Officer. No Full- Time Agent or any employee of any other life insurance company or society is eligible to be a May your Thanksgiving holiday be a festive and blessed occasion filled with the loving warmth of family and friends. Branch Officer.” An adult life benefit member is defined as a person who has attained the age of 16 and "who is insured for life or endowment benefits (but not under an annuity plan) by the Association (Article XXVI, Section 2600).” The By-Laws also state that each branch shall elect a president, one vice president, a recording secretary, a treasurer and either two or three auditors. "There shall not be any other Branch Officers or boards appointed or elected,” however the offices of recording secretary and treasurer may be held by the same person (Article VI, Section 608). We urge all members to attend their branch’s election meeting and take an active role in the affairs of their branch. We also urge members of all ages to attend their branch’s family Christmas party. These parties are a lot of fun for both the young and young at heart. They also provide an excellent opportunity to meet your fellow members and to take the first step toward becoming an active member. Young members should be receiving their invitations in the mail soon. If your household does not receive an invitation, please call one of your branch’s officers to find out where and when your branch’s party will be held. Vargo named recipient of 1993 John Jordan Upchurch award PITTSBURGH — E. E. (Al) Vargo, national president of the William Penn Association, was recently named the recipient of the 1993 John Jordan Upchurch Award by the Pennsylvania Fraternal Congress (PAFC). The announcement was made during the PAFC’s annual meeting held in October. President Vargo is the 17th person and third William Penn official to receive the award. Former National Secretary Albert J. Stelkovics received the award in 1982, and the late Elmer Charles, former national president and president emeritus, was honored in 1983. The John Jordan Upchurch award is the highest honor bestowed by the PAFC. The award honors fraternalists who have distinguished themselves in service to their fraternal society, the PAFC and the entire fraternal benefit system. It is named in honor of John Jordan Upchurch, recognized as the "father” of the fraternal benefit system, who organized the first lodge of a fraternal benefit society on Oct. 27, 1868, in Meadville, Pa. In addition to his service to the Association, President Vargo has also served the fraternal benefit system on the local, state and national levels. He is a former member of the Board of Directors of the National Fraternal Congress of America, and past president of both the PAFC and New Jersey Fraternal Congress. In 1992 he was named the E. E. (Al) Vargo National President Fraternalist of the Year by the Fraternal Societies of Greater Pittsburgh. We congratulate President Vargo on receiving this welldeserved honor.
