There were three items our delegates requested that the WP Arbitration Committee discuss with the HRFA Arbitration Committee, and the by-laws were approved. The Special Convention was recessed at 4:00 P.M. until 10:00 A.M. Sunday, November 28, 1982, awaiting word from the Federation Convention. Although we were not informed officially Saturday evening, we learned that the Special Convention of the HRFA rejected the Consolida­tion Agreement by a vote of 35-32 and thereby a dream of decades was shattered. This writer had the privilege of serving on the Consolidation Com­mittee, By-Laws Committee and Arbitration Committee and can assure our membership of one fact, we negotiated sincerely, in good faith, because we saw a bright future for a tremendously active Hungarian Fraternal. The Hungarian Reformed Federation of America delegates representing their membership spoke and decided, thereby putting a final end to con­solidation ambitions. Our only regret is that the one and only fraternal consolidation, a history making event was not ap­proved, which without a doubt would have best served the Americans of Hungarian ancestry. Our delegates were pretty clear when it was unanimously accepted that the William Penn in any future negotiations with the HRFA or any other fraternal shall be on the basis of a merger on William Penn terms. Thus, to the William Penn Association and Hungarian Re­formed Federation of America Con­solidation effort, we say — Requiescat in Pace! Albert J. Grants The Board of Directors has established the following rules governing eligibility for scholarship grants: a) The father or mother of the applicant must be a beneficial member of the William Penn Association. b) The student applying for scholarship grant must be a beneficial member of the William Penn Association as of January 1st of the year for which application is made, or must be the child of a deceased member. c) Students may apply for scholarship grants who have been ac­cepted by or are already attending an accredited college or university, or school of nursing. A transcript of the applicant's scholastic record must be attached to the application. Only undergraduates should apply, graduate students will not be considered. d) A scholarship grant can be awarded to full time students only. e) Parents of applicants must file confidential financial state­ment of form provided by the Foundation and all other necessary in­formation which may be required. f) Scholarship grants will be awarded by the Executive Commit­tee of the William Penn Fraternal Association Scholarship Foundation, Inc. once each year in the month of July. All applications must be received at the Home Office by May 31st, if received later, they will not be considered. g) Grants will be paid directly to the applicant provided he or she is a member in good standing on date award checks are issued. h) Grants are awarded for 4 year period. In order to be con­sidered for scholarship grants in successive years, however, the stu­dent must notify the Secretary of the Foundation, by May 31st, that they wish to continue receiving the scholarship grant. In addition to this, as soon as they are available, the student member must submit scholastic record for the previous semester and proof of enrollment for continuing term. Letter, however, must be sent even though scholastic record and proof of enrollment is not available by May 31. i) Applications for scholarship grants and other necessary forms may be obtained by writing directly to the William Penn Fraternal Association Scholarship Foundation, Inc., 100 Wood Street, Pitts­burgh, Pa., 1 5222, or by contacting your local Branch Manager. 10
