Scouts Remember János Arany in 1981 in 1985, your tax rates will be indexed providing permanent protection against inflation. The new law offers you many other possibilities for significant tax reduc­tions. The marriage penalty is being cut, the child-care credit increased, and the personal exemption indexed for in­flation. The maximum tax on both in­vestment income and capital gains has also been reduced. Millions of Americans are already taking advantage of the tax-exempt All Savers certificates. Also, the maximum deductible contribution you can make to an Individual Retirement Account (IRA) has been increased—from $1,500 to $2,000, or from $1,750 to $2,250 if you have a non-working spouse. If both you and your spouse are working you can deduct up to $4,000. For those of you who are self­­employed, your maximum deductible contribution for a retirement plan has doubled from $7,500 to $15,000. As long as you don’t withdraw your money early, it will not be taxed before you retire (when your tax rate should drop), and until then you are free to deposit it in a wide variety of in­vestments. Even if you can afford to save only $1,000 a year—that’s less than $20 a week—your $30,000 in deposits over 30 years could generate a retirement fund well in excess of $100,000. Little taxpayers can become big providers. The policies of tax, tax, spend and spend nearly wrecked our economy. It’s no wonder America has the lowest rate of personal savings of any major, industrialized country; and savings are the lifeblood of investment and economic growth. The key to recovery lies with more savings, more produc­tion, more investment. You can make them happen. From now on, if you work or save more than you did before, your reward will be higher than it was. More of every added dollar of earnings from your of­fice, shop, stock, or interest on your savings will be yours to keep. This is what we mean by incentives, and this is what will ignite the tremen­dous drive and creativity of our people, qualities too long suppressed. One final point: For our program to work, you won’t have to work 18 hours a day, give up your vacations, and save every penny you earn. Small changes multiplied by a work force of 100 million people will produce substantial benefits nationwide. If the average number of hours worked per week rises by just half an hour, the Gross National Product will The Executive Committee of the Federation of Flungarian Scouts has declared 1982 as the “János Arany Memorial Year”, on the hundredth an­niversary of the death of this great poet. This declaration obligates all troups of the four continents to arrange a János Arany Celebration. The method of the celebration will be an obligatory individual recitation contest, which begins with the troups. Those who show themselves the best will continue the contest in their regional capitals. The winners of those contests enter a district (continent-wide) engagement. The win­ners of the district contests will come to the United States and meet in the Sándor Sik Scouting Park in the sum­mer of 1982. There, in the leader train­ing camp, in the presence of three-four hundred young people of their own kind the final contest will be held, and a world award will be given. The rules of the contest have been prepared after much quiet deliberation. The scouts will divide into several groups, first, according to age, then in regards of whether the contestants have been born in Hungary, or in separated sections of Hungary or beyond the Hungarian language block. The win­ners will be rewarded with valuable prizes in money, books and other values. There will be a contest of ballads too. János Arany was called “the Shakespeare of the Ballads” therefore it is appropriate that his ballads receive rise by $25 billion. If the personal sav­ings rate increases by just two percent­age points, we can add at least $40 billion a year to the nation’s savings pool to finance new investments, new jobs, and a new America. We worked together to get this pro­gram passed. We need to work together to keep it passed and to make it succeed. This is one opportunity we must not allow to slip away. The spirit that built America was a bold spirit, not a timid one. It was a feeling of pride, optimism, and con­fidence that we could do anything. We still can. Dollar by dollar, we can save for our future, and we can save America’s future. But let’s begin. Let’s go forward in 1982 with faith and determination, and not be misled by those unwilling to say goodbye to their failed policies of the past. Sincerely, Ronald Reagan special attention. This collection together with the list of Arany poems most appropriate for presenta­tion will reach the troups shortly, to give them that much more time for preparation. The presentation of the ballads can be done only up to district (continental) level, because there will be too many participants to consider. Due to the great distances we were unfor­tunately unable to procure the funds for travel. Scouting hopes that Hungarian soci­ety in the free countries will participate in this beautiful commemoration. It calls upon all of us. Please help in mak­ing it possible.
