Balaban Honored There was an evening to remember and a sentimental one for Tom and Margaret Balaban. Mr. Balaban was the guest of honor at a Testimonial banquet in appreciation for his more than two decades of service to the fraternal benefit system. The event was sponsored jointly by St. Lawrence Lodge #13 of the Crea­tion Fraternal Union of America and the Pennsylvania Fraternal Congress, of which Mr. Elmer Charles is the President. Mr. Charles also represented the William Penn Associa­tion with Mr. Gus G. Nagy, Vice Presi­dent, Membership Services. Mr. Thomas R. Balaban has had a distinguished career in the field of in­surance law. His service to the frater­nal benefit system has gained him na­tional prominence through his service as a member of the National Fraternal Congress of America Law Committee from 1961—1979, as well as Secretary- Treasurer of the Pennsylvania Frater­nal Congress from 1963—1979. The Congress is an Association of 75 frater­nal benefit societies representing more than 900,000 members. PROCLAMATION FRATERNAL WEEK JUNE 8-14, 1980 The National Fraternal Congress of America, an affiliation of 95 fraternal benefit societies with 10 million members nationwide, has i almost one million members in the Commonwealth of Pennsylvania. Through its societies and local units, the fraternal benefit system sponsors many civic, patriotic and charitable activities including scholarship assistance, youth programs and aid to the needy, aged, handicapped and infirm. Local lodges and branches are also involved in projects designed to better the community, such as blood bank cam­paigns and drug abuse awareness programs. j The fraternal benefit societies have long proclaimed their patriotism and celebrate Fraternal Week annually with special observ­ances of Flag Day on June 1 4. They are a part of the National Fraternal Flag Day Foundation, an organization devoted to keeping alive the memory of Dr. Bernard J. Cigrand, the "father” of Flag Day, through the maintenance of the schoolhouse in Fredonia, Wisconsin, where, in 1 885, he held the first known Flag Day ceremony. Therefore, I, Dick Thornburgh, Governor of the Commonwealth of Pennsylvania, do hereby proclaim June 8 — 14, 1980 as FRATERNAL WEEK in Pennsylvania and urge all citizens to recognize the outstand­ing contributions of fraternal organizations and join with them in ! observing Fraternal Week and Flag Day. Given under my hand and the Seal of the Governor, at the City of Plarrisburg, this twentieth day of May in the year of our Lord one thou- * sand nine hundred and eighty, and of the Commonwealth the two hun­dred and fourth. DICK THORNBURGH, GOVERNOR ie MX -----UV -MK-----------TXX— ~CXK--------XX -----xfi In November 1977, Tom Balaban was selected as the first recipient of the “John Jordan Upchurch Award” by the Pennsylvania Fraternal Congress in recognition for distinguished and ememplary service to fraternalism. In responding to the many tributes expressed by fraternal leaders during the banquet, Tom Balaban recalled his own Mother’s advice that “when you count your blessings, count your fami­ly and friends”. And, he said, “I do that every day”. Our wish to Tom and Margaret Balaban is for many years of hap­­pinesss as they enjoy an active retire­ment. THOMAS R. BALABAN 5
