New Fraternal Code . . . (Continued from Page One) left the door open for less than legiti­mate organizations to take advantage of consumers by selling questionable cover­age without even the security of mini­mum financial requirements. “The new code eliminates these threats and provides necessary security for the members of bonafide fraternals.” Pennsylvania’s new fraternal code modernizes a statute that has not re­ceived a thorough revision since 1935. The development and passage of the new code represents several years of co­operation between the State Insurance Department and the Pennsylvania Fra­ternal Congress. According to Sheppard, the code is a step forward in his department’s ongo­ing efforts to achieve significant insur­ance law revisions. Mr. Elmer Charles, National President and Hon. William J. Despite his success in obtaining num­erous revisions, Sheppard has long ad­vocated the creation of an Insurance Law Revision Commission. “Pennsylvania has one of the worst insurance codes from a workability standpoint. It’s a hodgepodge, piecemeal collection of laws layered one upon an­other. Its core is a code developed to meet the insurance needs of 1921 and not 1977. “If we can sometimes use the law to benefit consumers where no definite authority exists — and we have — it Children’s Christmas Party The Board of Directors of the William Penn Association have again voted to financially support the Children’s Christ­mas Party at those branches which will conduct such a program for the children. We sincerely urge all branches to pro­vide for a Children’s Christmas Party this year. These parties have proven to be successful in the past and we look forwaid to many more branches holding Christmas Parties in December 1977. The Board of Directors fully under­stand that in order to have a successful Children’s Christmas Party is requires a tremendous amount of work on the part of the Branch Officers and requires their sacrificing some of their time. However, the Board feels that the effort is well worth it because of the happi­ness it brings to our youthful members. All members are urged to attend the Branch Meeting and participate in pre­paring plans for the Children’s Christ­mas Party. Managers of the Branches have al­ready received the letters w'hich indicate what procedure is to be followed to ob­tain Carol Books, printed invitation and financial assistance from the Home Of­fice. All Branch Managers are urgently requested to return the completed form by the first week of November. can also be used against the interests of the insurance buying public. “Every time a significant insurance law revision is developed it requires a thorough review of existing laws to de­termine what must be included in the new law and what laws must be re­pealed. It took well over two years to formulate and pass Pennsylvania’s new fraternal code. “If the Commonwealth is to have a strong and workable insurance law to meet the needs of the 1970’s, then the insurance law needs a complete over­haul. It is impractical, if not impossible, to achieve the necessary revisions in a piecemeal manner.” Several proposals to establish a Re­vision Commission are under considera­tion by both Houses of the Pennsylvania General Assembly. OFFICIAL NOTICE TO ALL MEMBERS The By-Laws of the William Penn Association provide that at the Novem­ber Branch Meeting the Branch Presi­dent is to appoint a Nominating Com­mittee. The Nominating Committee must then make its report to the Branch Meeting in December. Chapter XI, Sec­tion 6 of the By-Laws further provides that election of Branch Officers shall take place at the December Meeting and those elected shall be installed into their respective offices at that same meeting. All beneficial members of the Associa­tion are cordially invited to attend their respective Branch Meetings, take an ac­tive part in the affairs of the Branch and if called upon to serve or to assist and be willing to do this for the good of the Branch, its members and the Asso­ciation. With everyone cooperating we can achieve wonders as a Fraternal Benefit Society. The slogan for the Na­tional Fraternal Congress for the second year is “Fraternalism is a Family Af­fair.” We would like to see all families in the William Penn Branches partici­pating in the Meetings. 4
