New Fraternal Code . . . (Continued from Page One) left the door open for less than legitimate organizations to take advantage of consumers by selling questionable coverage without even the security of minimum financial requirements. “The new code eliminates these threats and provides necessary security for the members of bonafide fraternals.” Pennsylvania’s new fraternal code modernizes a statute that has not received a thorough revision since 1935. The development and passage of the new code represents several years of cooperation between the State Insurance Department and the Pennsylvania Fraternal Congress. According to Sheppard, the code is a step forward in his department’s ongoing efforts to achieve significant insurance law revisions. Mr. Elmer Charles, National President and Hon. William J. Despite his success in obtaining numerous revisions, Sheppard has long advocated the creation of an Insurance Law Revision Commission. “Pennsylvania has one of the worst insurance codes from a workability standpoint. It’s a hodgepodge, piecemeal collection of laws layered one upon another. Its core is a code developed to meet the insurance needs of 1921 and not 1977. “If we can sometimes use the law to benefit consumers where no definite authority exists — and we have — it Children’s Christmas Party The Board of Directors of the William Penn Association have again voted to financially support the Children’s Christmas Party at those branches which will conduct such a program for the children. We sincerely urge all branches to provide for a Children’s Christmas Party this year. These parties have proven to be successful in the past and we look forwaid to many more branches holding Christmas Parties in December 1977. The Board of Directors fully understand that in order to have a successful Children’s Christmas Party is requires a tremendous amount of work on the part of the Branch Officers and requires their sacrificing some of their time. However, the Board feels that the effort is well worth it because of the happiness it brings to our youthful members. All members are urged to attend the Branch Meeting and participate in preparing plans for the Children’s Christmas Party. Managers of the Branches have already received the letters w'hich indicate what procedure is to be followed to obtain Carol Books, printed invitation and financial assistance from the Home Office. All Branch Managers are urgently requested to return the completed form by the first week of November. can also be used against the interests of the insurance buying public. “Every time a significant insurance law revision is developed it requires a thorough review of existing laws to determine what must be included in the new law and what laws must be repealed. It took well over two years to formulate and pass Pennsylvania’s new fraternal code. “If the Commonwealth is to have a strong and workable insurance law to meet the needs of the 1970’s, then the insurance law needs a complete overhaul. It is impractical, if not impossible, to achieve the necessary revisions in a piecemeal manner.” Several proposals to establish a Revision Commission are under consideration by both Houses of the Pennsylvania General Assembly. OFFICIAL NOTICE TO ALL MEMBERS The By-Laws of the William Penn Association provide that at the November Branch Meeting the Branch President is to appoint a Nominating Committee. The Nominating Committee must then make its report to the Branch Meeting in December. Chapter XI, Section 6 of the By-Laws further provides that election of Branch Officers shall take place at the December Meeting and those elected shall be installed into their respective offices at that same meeting. All beneficial members of the Association are cordially invited to attend their respective Branch Meetings, take an active part in the affairs of the Branch and if called upon to serve or to assist and be willing to do this for the good of the Branch, its members and the Association. With everyone cooperating we can achieve wonders as a Fraternal Benefit Society. The slogan for the National Fraternal Congress for the second year is “Fraternalism is a Family Affair.” We would like to see all families in the William Penn Branches participating in the Meetings. 4
