288 Dr. Prehojfer Elemér The second part deals with the general international water legislation made just after the Second World War, discussing the regulations that are based on the Helsinki Convention, the Danube Convention of Sofia and on the New York Convention, which latter was made in the framework of the United Nations. The third part deals with the agreements made among the countries of the Carpathian Basin in the period after the 2 n d World War and to date, discussing the effects of the above-mentioned conventions on the changes of bilateral relations. Finally some considerations are given on the damage-compensation responsibilities of states in the field of water resources management.
