490 Simon M.-Békési I. — The flow released through the Békésszentandrás river dam exceeds 20 m 3 s" 1 and the River Körös receives, from the eastern branch of the Nagykúnság Irrigation Main-canal through the Öcsöd structure, 5 m 3 s-' additional flow. In the case of extremely low flows the water demands may be so high that restriction must be imposed on them on the basis of certain aspects. Commencement of demand restriction is the point of time when water demands, fixed in con­tracts and operation rules, can not be satisfied anymore. In defining restricting rules the basic concept was that the higher the water in the upstream di­rection the more valuable. Restriction rules can be defined in two steps: — The water authority dealing with water distribution consults with the interested parties and makes decision on the basis of this consultations; — In the second step, in matters where wider cycles of interest groups are concerned, the deci­sion is made by the higher authority, the National Water Authority (OVF). The basic characteristic of decisions which can be made by the local water authorities is that water demands can be still satisfied in an acceptable level and no extra expenditures are imposed on the water users. Before making the decision the Coordinating Centre consults first with the water authorities of Gyula and Debrecen and submits a proposals for making the decision to the head of the Water Authority of the Middle Tisza Valley. Some basic features of the decisions are as follows: — Water release is ceasing at Öcsöd; — Supplementation of the flows at Túrkeve is reduced to an extent which still allows the se­curing of 20 m 3 s" 1 flow release from the Békésszentandrás river dam; — Flows of the River Tisza are reduced downstream of the Kisköre river dam to— 2.70 m water stage at the Szolnok gauge; — Reduction of the release flow from the Körös River to an extent which allows at least 10 m 3 s"' flow release from the Békésszentandrás river dam. Decisions of the second, higher authority (OVF), stage include: — Reduction of the operation water levels of reservoirs K-XI and K-V from maximum to minimum; — Reduction of Tisza river flows downstream of Kisköre; — Restriction on industrial and agricultural water uses; — reduction of the operation water level of the Tiszalök impoundment. Reduced flows must be taken into account in the Cooperating Water Management System of the Tisza and Körös River Valleys in the case when a decade precipitation of the catchments of the Upper­Tisza and Szamos rivers remains below 15—20 mm. This corresponds hydrologically to main­taining the satisfying of average water demands and keeping the Szolnok water stage at -2.5 m. In this case shall the operation of the organisation of water demand restriction launched, under the aus­pices of a person who is nominated by the Director General of OVF. Before the occurrence of "tolerable water management situation" both water discharge and water quality monitoring shall be launched as shown in Table I.
