3. füzet - Pálfai Imre: A síkvidéki vízrendezés időszerű kérdései

(8). * * * Timely problems of land-drainage by Dr. I. PALFAI, Civil Engineer The author discusses the problems of land-drainage of the flatlands of Hungary in a preliminary report prepared on request of the Scientific Committee for Water Management of the Hungarian Academy of Sciences. The main parameters of land-drainage in Hungary are the following: areal extension 43 860 km 2, total length of drainage canals 42 000 km, total capacity of outlet pumping stations 600 m 3/s, land-drainage with up-to-date equipment 3000 km 2, out of which pipe-drained 500 km 2. By analyzing their economic efficiency it was concluded that their total benefit may reach 10 • 10 9 Ft per annum by the end of this century. Areas endangered by inundation are listed in Table II with their areal indicator of vulnerability (Eq. 1). Afterwards the main characteristics of the concentration of excess waters (annual runoff, fluctuation of runoff during a year, annual peak discharges, duration of runoff) are discussed (Figs. 3 and 4) with interconnections between runoff coefficient and annual mean air-temperature (Eq. 2) and depth of the groundwater table (Eq. 3). Next, the basic concepts of the development of land-drainage of large areas is discussed by stressing that land-drainage cannot be handled isolated but as an organic part of a multi-objective water management system. The author then describes the different available methods for the determination of design specific discharge (g). Among others, relationships (4) and (5) based on the theory of concentration, the method based on economic planning, waterhousehold calculations, simulation models, a method based on observations collected in experimental areas, and finally some technical directive just under preparation. The next part of the paper deals with the importance of subsurface drainage in flat areas (Table III) with comments on the double use of underground drainage systems. By calling attention to the importance of the development of data collection the author presents the results of his research pursued recently. By aid of the water-load index (6) and the index of water storage capacity (7) the upmost extent of indundated area by water logging can be calculated.
