614 Halász Miklós A model to analyze the composition of skilled manpower structure in water management by Dr. M. HALASZ, Economist The author presents a mathematical model to foster the methodological rebirth of long-term manpower planning. Statistical analysis of the skilled manpower structure in water management and the definition of the problem have led to the use of multivariate statistics, and especially to maximum likelihood estimation. The basic concepts: the structure of the model, its endogeneous and exogeneous variables, the short presentation and a strategy of use, all have contributed to a proper understanding of the applied approach. * * * Ein Modell zur Analyse der Zusammensetzung der Arbeitsfachkräfte in der Wasserwirtschaft von Dr.-Ökon. Miklós HALÁSZ Die Arbeit versucht, die langfristige Arbeitsplanung methodologisch zu begründen. Es werden die Begriffe und die statistischen Grundlagen der Struktur von Arbeitsfachkräften in der Wasserwirtschaft diskutiert. Es ist bekannt, daß man bei der statistischen Datenerfassung oft auf Schwierigkeiten stößt. Die Analyse der Arbeitsfachkräfte ist nur auf der Basis von aggregierten Daten möglich, die aber mehr den organisatorischen Aufbau als die funktionelle Struktur der Wasserwirtschaft widerspiegeln. Einige Prinzipien und Methoden der Informationstheorie liefern die Möglichkeit, dieses Problem mit Hilfe von Modellen zu lösen. Die Variablen und der Aufbau des Modells werden erläutert und einige Hinweise zur Verwendung des Modells gegeben.
