A vízgyűjtöfejlesztés folyamatelmélete 409 The analytical tool thereof is the multi-criteria utility function composed of appropriately selected criteria (indices). The application of the method is illustrated in the paper by quoting the development of river basins in Hungary as examples. The basin development level of water management area units in the country as of 1975 (Fig. 3.) and the pattern thereof (Fig. 4.) are described. The variations in development over time are reviewed for the entire territory of the country from 1960 to 1975 ( Fig. 5.) demonstrating also the evaluation of structural changes over time (Fig. C.J. The potential applications of the theory of river basin development in regional water management are outlined in the article with reference to the general control of regional water management, to the advancement of teclmico-economic planning, as well as to routine, operative water management functions. The first group of problems comprises the interactions between the control measures and the level of river basin development, the interrelations between coordination, regional impacts and period of obsolescence. In connection with technico-economic planning and development the coordination of sectorial development objectives, the advancement of hydrography, the preparation of master plans and the solution of various targetoriented problems are emphasized. As an example of these latter, the elements of the investigation aimed at exploring the interrelations of development in the Lake Balaton catchment (Fig. 7.) and eutropliication are described in the paper. Among the operative functions of regional water managements the applications of process theory in the water-use licencing process, in water quality inspection, in water resources management regulations and codes, in the operating rules of water management systems, in operative forecasting and in the solution of multi-interest problems are emphasized. * * * Théorie du processus de développement des bassins versants et son application á l'aménagement territorial des eaux par dr. Le but de l'étude consiste á représenter la théorie du processus de développement des bassins versants, et à rassembler les bases de théorie les plus importantes de ce développement en vue les conditions de son application dans l'aménagement, territoral des eaux. Le développement des basins versants est un processus á longue échéance qui concerne un territoire limité. Il est réalisé dans un système unifié, planifié et continuel qui s'intégre au développement de l'aménagement des eaux. Ce processus implique es éléments sociaux, économiques, techniques de nature et d'environnement. La structure spatiale en aménagement des eaux du bassin versant est soumis au changement permanent (Fig. 1.). La structure de l'activité de développement se change également au cours des trois périodes fondamentales d'évolution du développement du bassin versant (Fig. 2.). Le processus du développement du bassin versant est caractérisé par le changement temporel du niveau de l'aménagement territorial des eaux. Ainsi, ce processus est mesurable par les niveaux (de développement, de complexité) de chaque étape. Il a un moyen mathématique qui se compose d'une fonction d'utilité et des critères opportunes (indices). L'étude représente l'application du procédé concernant l'exemple de développement des bassins versants en Hongrie. Elle présente le niveau de développement des bassins des unités de l'aménagement des eaux (Fig. 3.) et sa structure (Fig. 4.) en 1975. L'analyse concerne le processus de développement de l'ensemble du pays pour la période de 1960 á 1975 (Fig. 5.), et représente également une analyse temporelle du changement de la structure (Fig. 6.).
