TASKS OF THE NATIONAL WATER BOARD UNDER THE NEW GOVERNMENT PROGRAM By K. Rajczi UDC. 338.984 : 626/628 (439.1) The establishment of the National Water Board and the delegation of water husbandry to one top-level organization almost coincided with the publication of the Decision of the Council of Ministers on the development of farm production, drafted according to the new program of the Central Executive of the Hungarian Workers Party. This decision fixes the principal lines of the agenda of the National Board, for water husbandry is in intimate contact with agriculture. The first is the completion of the general plan of national water husbandry, and the drafting of the own programs of the 11 Water Boards with consideration of the combined agricultural water utilization plans of the respective counties. Under the Party and Government Decision the present acreage of riceland of 50 000 cadastral yokes 1 has to be increased by 49% for 1954, and by 80% in the next 3 years. Available irrigation facilities and schemes under construction provide water supply only for 75 000 cadastral yokes of riceland, therefore this target urges the exploitation of local storage facilities. By the end of the year the reclamation plan of 170 000 cadastral yokes of marshland has to be prepared. To improve the supply of meat to the population the area of fish hatcheries has to be increased by 1956 to at least 6500 cadastral yokes, and the acreage of state fishponds to 46 000 cad. yokes. The major part of Hungary is plain, 25,2% of its area is floodland protected by dykes and depending on artificial drainage. For farm development the appropriations for the regulation of inland waters in low-lying areas have been increased sixfold relative to the last years, and allocations for regulation of brooks and for the reinforcement of flood dykes have also been raised. At the last item experience gathered by water seepage tests on dams will be utilized. The National Water Board coordinates and controls the solution of problems of drink- and industrial water supplies, hitherto sporadically dealt with, as well as problems of purification of waste water and of sewerage. Water resources are developed, demands for water coordinated, methods of general engineering solution of the problems determined, aids granted to the solution of townwater supply and of sewerage, norms of water consumption by industrial plants are fixed to serve as directives. To preserve natural waters from pollution problems of disposal and of purification of sewage as well as the operation existing facilities are controlled. An important task is the reduction of the working-expenses (especially costs of operation of machinery) of irrigation cooperatives, because this is the principal means of reducing water rates and of increasing productiveness. The solution of design problems in all branches of water husbandry is the task of the Hydraulic Design Office. Gathering and cbordination of basic data for hydraulic design, liy rdrological observations and research are the concern of the Research Institute for Water Resources. The Hydraulic Engineering share an important part in the execution of the Plan, being a treasury of data and a textbook of Hungarian hydraulic engineers. 1 1 cad. yoke = 0,57 Ha = 1,42 acre.
