Batyanyi was himself a passionate inventor and ship designer. He constructed a heat—driven ship and demonstrated it before a large audience in September 1797, at Brigittenau near Vienna. CHAPTER VIII - RESERVES OF THE CITIES OF TRIESTE AND RIJEKA AND OF THE PROVINCES OF CARNIA AND STYRIA TOWARDS THE NEW PROJECT The city authorities of Trieste and the Trieste Exchange hag quite opposite views on the canalization of the Kupa. The Exchange thought that the scheme could have a disastrous on the export trade of Trieste and its environs, because the grain exported from Hungary would then be routed exclusively via the ports in the Kvarner bay. This export had been excellent business for Trieste in 1795. Instead of this project, the Excharge called for extensive training works on the Drava and Sava rivers. The city authorities of Trieste held, on the other hand, that the city merchants and even those from the southern Carnie which was economically backward country, would only benefit from the scheme. They even proposed that a new road be constructed from Brod na Kupi to as far as Trieste, leading through southern Carnia. Then Trieste would be able to augment its export of Hungarian wheat. Both bodies were however, strongly against any grain wxeport monopoly in favour of the company. The provincial government of Carnia, followed by the government of Styria, thought that the new route would do severe damage to their provinces, and to Trieste as well, if the future competition from Hungary could not be kept within reasonable bounds. The way in which they proposed this should be done was explained by the director of the provincial civil Engineering Office of Carnia Joseph Schemerl. He proposed the complete reconstruction of the routes leading towards Trieste via Styria and Carnia, and above all of the road cut through the Semering range in 1728. Further, he proposed extensive river training works on the Sava from Sisak to Zálog and the construction of a canal between Zálog and Ljubljana. Finally, he proposed the training of the Mura and the Savinja from Celje to Zidani Most on the Sava. Actuated by the Kiss brothers' idea, Schemerl also proposed the establishment of a private privileged stock company for the training of watercourse in Carnia. In the meantime, the issuing of the concession for the canalization of the Kupa should be postponed. These objections were debated by the Court Chamber, at its session of 26 February and were all rejected. Its conclusions were endorsed by the 498
