PAGE 6 Verhovay Journal May 18, 1955 District Assignments Of Our Branches Based on the December 31, 1954 Membership Totals Convention delegate (s), also the names of the district officers. One copy should be forwarded to the Home Office, while the other copy is retained by the delegate for presentation at the National Convention. The District Sessions shall be held in June, 1955 as ordered by the Board of Directors. The secretaries and the presidents of the district shall confer as to the dates and places of these meetings, and upon the establishment of these facts shall inform the branch managers. It is asked that the branch managers be informed at once. Branches are entitled to representation at the District Sessions according to the foUowing rules (Bylaws: Part II, Chapter II, Section 8, Pages 12-13): “Each Branch having at least twenty-five members, shall have the right to send one Representative to the District Sessions. Branches. having a larger membership shall have a right to send Representatives to the District Sessions on the followingbasis: “one Representative from 25 to 199 members; ^ two Representatives from 200 to 299 members; w three Representatives from 300 to 399 members. “Branches which constitute Districts by themselves, shall exercise all rights of the District at their own Branch meetings. “Branches which for any reason whatsoever, shall fail to send a Representative to the District Sessions, and Branches having fewer than twenty-five members, shall have the right and privilege to communicate their remarks or motions in writing to the District Sessions to which they belong.” Concerning the expenses of the District Sessions, this information follows (Bylaws: Part II, Chapter II, Section 8, Page 16): “Expenses of the regular Sessions hereinbefore mentioned shah be paid from the National Treasury out of the Expense Fund. Without regard to the duration of the meetings, the Representatives shall be entitled only to one per diem fee. Those delegates, however, who have to travel more than eight (8) hours to the meeting place, shall be entitled to additional compensation at the rate of $1.50 per hour for traveling time, by train, in excess of eight (8) hours. Their actual transportation costs shall also be paid. Branches which constitute Districts by themselves shall be entitled only to receive their material expenditures, such as hall rent and postage, but shall not be entitled to per diem fees or traveling expenses.” The proceedings of the District Sessions, as recorded in the minutes, shall be published in the official organ of the Association. The secretaries of the District Sessions are urgently requested to submit the shortest possible excerpts from these minutes for publication in the Verhovay Journal. The de’egates to the National Convention are elected at the District Sessions thus (Bylaws: Part II, Chapter I, Section 3, Page 5): “ • ■ • Delegates to the Convention shall be elected on the following basis: for four hundred members — one Delegate; and, for every additional four hundred members — one additional Delegate . . .” According to this ruhng, districts having 400 members are entitled to 1 delegate, districts having 800 members are entitled to elect 2 delegates, districts having 1200 members are entitled to elect 3 delegates, districts having 1600 members are entitled to elect 4 delegates, etc. In accordance with the provisions of our Bylaws, the Board of Directors has assigned each branch to its respective district. There will be 57 districts making up the coming Convention. The eligibility of who may be elected a Convention delegate is determined in the Bylaws (Part II, Chapter I, Section 4, Page 6): “Every member of the Association, who is in good standing and is an American citizen, has attained the age of 21 and has been a member of the existing death benefit department of the Association for two years on the day of election, holds at least a one thousand dollar certificate in the death benefit class, and is a duly elected delegate of a Branch of the Association, is eligible to be representative or alternate representative, but only in the District, to which the Branch, of which he is a member, belongs.” The officers of each district are requested to complete the two copies of the Certificate of Election immediately after the meeting. On this form is the name(s) of the member (s) elected We wish to emphasize that the following membership totals are based on data available as of December 31, 1954. May we call attention to the fact that, at the election, the membership as of May 31, 1955 should be considered. It is quite clearthen that if the membership of the branch-or branches constituting a district is increased or decreased between the aforesaid dates, the delegate representation at the National Convention could increase or decrease as a consequence. The majority of the branches approved the new Bylaws proposed by the Board of Directors. Therefore, the agenda of the District Sessions should follow this pattern; I! Election of District Officers Election of Delegates and Alternate Delegates to the National Convention New proposals to be submitted to the National Convention, We earnestly hope that the District Sessions will produce very constructive results. The future welfare of our Association is determined largely by the decisions of the District Sessions. For this reason we most sincerely wish the coming meetings every success in their endeavors.
