VOL. XXXIV. JULY 18, 1951 NO. 7 MINUTES OF THE DISTRICT MEETINGS DISTRICT 1 Tarrytown, N. Y. Minutes taken at the meeting of District 1, held on June 17, 1951, at the home of fellow-member Alexander Ivan in Tarrytown, N. Y. The following 8 representatives attended from the eight branches assigned to the district: Br. 145, Jersey City, N. J„ Andrew Horvath, Br. 38, Ronkonkoma, N. Y., Paul Teleki, Br. 273, Edgewater, N. J., John Dudás, Br. 188, Poughkeepsie, N. Y., Paul Takács, Br. 269, Roseton, N. Y., Julius Nemeth, Br. 424, Tarrytown, N. Y., William Rakaczky, Br. 197, Ballston, Pa., N. Y., Frank Benczkober, Br. 175, Hastings Upon Hudson, N. Y.. Louis Borszuk. The meeting was called to order at- 10 a.m. Louis Borszuk district secretary requests the delegates to elect « President and Secretary. The meeting unanimously elects William Rakaczki for President and Louis' Borszuk for secretary. President calls the meeting to order, welcoming the delegates and also Field Supervisor Joseph Toma who also attended thei meeting. Chairman requests the members to voice their opinions in regards to the proposed amendments to the By-Laws. The new amendments proposed by the Board of Directors have been unanimously adopted. Then, several minor matters were discussed with explanations given by Mr. Toma. William Rakaczki was elected delegate to the National Convention and Louis Borszuk alternate. After determining the travelling expenses of the delegates, chairman adjourned the meeting. WILLIAM RAKACZKI, President, LOUIS BORSZUK, Secretary. DISTRICT II-B Br. 13, Trenton, N. J. Minutes taken at the meeting of District II-B held on June 3, 1951, in the Hungarian Home of Trenton, N. J. District President Frank Radvany called the meeting to order and, in view of the fact that the branchmanager is a full-time employee, he ordered the election of a Recording Secretary. Nicholas Pentek was unanimously elected as District Secretary. The recommendations and motions released recently by the Board of Directors were unanimously adopted with the exception that One Thousand Dollar Life Insurance Membership Certificate shall be required for eligibility to become a delegate. Frank Radvany was nominated. There having been no other nominees, he was unanimously elected delegate to the National Convention. The recommendations of the District are as follows: National Officers shall be required to attend the Convention and they shall have the right to participate in the deliberations but they shall have no vote. National Officers shall not be entitled to per-diem fees for the time of the Convention since they have regularly fixed salaries. In the future, the Board of Directors shall allow salary increases to the National Officers only after prior presentation to and approval by the delegates. The District deems it improper that the directors are not eligible to be delegates. On the contrary. It is recommended by the district that directors shall have the right to vote at the National Convention only if they have been elected delegates by their resp., districts. If a director has not been elected delegate by his district, he shall not be eligible for reelection as a director either. The District requests the introduction of an up-to-date hospitalization insurance plan. Only those shall be eligible to become delegates to the National Convention who have served for at least one year in some official capacity in their branches. National Officers’ positions shall: be advertised prior to each Convention. The incumbent officers shall have the right to apply again for these positions. The applications shall be examined by a nominating committee to be appointed by the Convention and the National Convention shall fill these positions from among the official* nominees by secret ballot. FRANK RADVANY, District President, NICHOLAS PENTEK, District Secretary. DISTRICT 3 Philadelphia, Pa. Minutes of the meeting of District 3 held on June 10, 1951, in Philadelphia, Pa. Present were from Br. 76, Philadelphia, Pa., Frank Fosko, Stephen Szemes, Jr., Br. 159, Phoenixville, Pa., Louis Papp, Andrew Pete, Frank Toth, Br. 295, Stowe Pa., John Soltész, Br. 336, Harrisburg, Pa., Géza Nagy and Alex Fabiankovitz. The meeting was called to order at 10:30 a.m., by former District President John Soltész who orders the election of a President and Secretary to conduct the meeting. Nominated and elected are: Géza Nagy, President and Stephen Szemes, Jr., Secretary. The meeting decided to act on the amendments recommended by the Board of Directors at their meeting held on April 2, 1951. Amendment 55: No member of a party or organization held subversive by the U.S. Attorney General shall be eligible to district session or National Convention or hold office or be employed by the Association. Amendment 56: Any member holding at least $500 life certificate and in good standing for two years shall be eligible to district sessions or the National Convention. Amendment 57: The differentiation between the English speaking and Hungarian speaking branches be eliminated, as this will serve the best advantage of the Association. Amendment 58: To reduce the number of the members of the Board of Directors from 13 to 9. Amendment 59: Membership in full accord with the Board of Directors. Amendment 60, 61, 62, 63, 64, 65 and 66: acknowledged and accepted. Recommendations made by the District 3 Session: 1.) To modify By- Laws, allowing or requiring members of the sick benefit department to be treated by others than Medical Doctors, such as osteopaths, therapists and other recognized practitioners. The present law requiring members submitting sick benefit claims certified by a M.D., has been detrimental in signing up new members — and receiving sick benefits due when not signed by a M.D. 2.) The meeting recommends that no correspondence bei carried on between members and the Home Office pertaining to official business matters without the knowledge of the Branch Manager of the member involved, — or only in cases/ where Branch Manager advises member to take these steps. There were instances when members transacted matters with the Home Office that should have been taken care of by Branch Manager or carried out with his knowledge or approval. 3.) Meeting recommends that the rate of compensation to Branch Managers paid at the present is not sufficiently in keeping with the high costs of living for the work performed and this matter needs due consideration. 4.) The meeting, after due consideration, recommends that the sports allotments to branches be discontinued as past results have shown there is no gain to the Association frogi this expenditure. 5.) The meeting recommends that the Convention review and decide whether the position of the) Field Manager with its high cost to the Association should be maintained. In view of the fact that the Field Supervisors are capable of keeping in contact with the branches in their districts and help them in any problems connected with securing new members and other matters. Frank Toth of Br. 159 and Geza Nagy from Br. 336 were elected delegates to the National Convention. The meeting adjourned at 1:30 p.m. GEZA NAGY, President, STEPHEN SZEMES, JR., Secretary. DISTRICT 4-B Br. 216, Northampton, Pa. The meeting of District 4-B was held on June 14th, 1951, at 8 p.m. in the Northampton Hungarian Hall. After a short discussion, District President Joseph Marton calls for nominations and the subsequent election of a delegate to the National Convention. Joseph Subits and Stephen Toth were nominated. As a result of the ballot, Joseph Subits was elected delegate to the National Convention and Stephen Toth alternate delegate. Judges of the election were John Janny and Elmer Lutte. Joseph Marton was chairman of the meeting and Elmer Lutte acted as secretary. JOSEPH MARTON, President, ELMER LUTTE, Secretary. DISTRICT 6 Lackawanna, N. Y. Minutes of the meeting of District 6, held in the City of Lackawanna on June 17, 1951. Roll call: Br. 84, Lackawanna, N. Y., William Sari, Br. 121, Buffalo, N. Y., Nicholas Nagy and Louis Kocsis, Br. 221, Ithaca, N. Y., Frank Komaromi, Br. 290, Depew, N. Y., Andrew Bandy, delegates. All of the elected district representatives are present. Andrew Bandy was appointed Chairman, pro-tem, who thereupon called the meeting to order and welcomed the delegates of District 6. Moved by Andrew Bandy, and seconded by William Sari that Mr. Nicholas Nagy be elected President of District 6 for the ensuing four years. Unanimously carried. Moved by Andrew Bandy and seconded by Frank Komaromi that William Sari be elected Secretary of District 6 for the ensuing four years. Unanimously carried. Moved by Frank Komaromi and seconded by Louis Kocsis that Andrew Bandy be elected delegate from District 6 to the Verhovay National Convention. Unanimously carried. Moved by Nicholas Nagy and seconded by Frank Komaromi that William Sari be elected alternate delegate. Unanimously carried. Moved by Andrew Bandy and seconded by IV illiam Sari that the proposed amendments to the By-Laws as submitted by the Home Office, be adopted EXCEPT the following proposed modifications which are hereby rejected: Page 8, Par. 6. Page 33, Par. 3, first) sentence. Page 33, Par. 4. Pages 46- 47 last paragraph and page 100 last paragraph. Unanimously carried. Moved by Andrew Bandy and seconded by Louis Kocsis that all proposed modifications in the By-Laws of the Juvenile Order be approved. Unanimously carried. Mr. Bandy thanked the delegates for the trust placed in him to represent the Sixth District at the National Convention. There being no further official business, the meeting was adjourned by President Nagy. WILLIAM SARI, Secretary. DISTRICT 7-B Br. 20, Fairport Harbor, O. Minutes held of the meeting of District 7-B held on June 14, 1951, at Fairport Harbor, O. President Steve Kish, Sr., read the proposed amendments to the By-Laws adopted by the Board of Directors. Branch 20 voted 100% to back the proposed amendments. Then the election of one delegate and an alternate delegate to the National Convention took place. Steve Sutch, Jr., won in a close race over John Fedak, who will be alternate delegate to the National Convention. At this time President Steve Kish, Sr., thanked the members for (their cooperation and closed the meeting. STEVE SUTCH, JR., Secretary. DISTRICT 8 Coraopolis, Pa. The pre-convention meeting of District 8 was held on June 10, 1951, in the Hungarian Home of Coraopolis, Pa. District President Moses Bokor called the meeting to order at 10:15 ia.m. Present we'e the following branch-representatives: Br. 62, Ambridge, Pa., Louis Paul, 147, A vella, Pa., Michael Molnár, 162, Federal, Pa., Joseph Gero, 163, McKees Rocks, Pa., Michael Jakab, 222, Canonsburg, Pa., Anton Borscdy, 262, Pittsburgh, Pa., Andrew Kucher, 264, Mollenauer, Pa., Louis Karpy, 277, Pittsburgh, Pa., John Toth, 285, Oakdale, Pa., Blasius Csonka, 345, Aliqui ppa, Pa., Moses Bokor, 352, Coraopolis, Pa., Stephen Borovich, 448, Avella, Pa., Michael Balogh, 466, Pittsburgh, Pa., (Home Office Br.) Leopold Hirsch, 545, Conway, Pa., Frank Nagy and alternate Matthew Havranek. Moses Bokor was unanimously’ elected President and Stephen Borovich Secretary of District 8. The minutes of the district meeting of November, 1947, were read and approved. After each delegate has rendered his report, the discussion of the amendments to the By-Laws, designed to serve the progress of the Association, followed.
