After the presentation of ■arious motions by the delegates he district meeting adopted the oilowing recommendations: 1.) The management fee now issued 0 the branches shall revert to he branch-managers as remuneraion for their services. 2.) When■ver dividends are paid, they shall le computed on the basis of the 'alue of the certificates. 3.) Re»resentation by one delegate for •very 300 members shall remain n effect and the delegates shall >e paid per diem fees, as hereofore, and not $100 as recomnended by the Board whose pro>osal is rejected by the District. 1.) Branches shall be entitled to epresentation at the district neetings as heretofore: branches laving at least 15 members shall tave the right to send one repreientative and those having more han 100 shall have the right to lend one additional delegate for ivery additional 100 members or Faction thereof. 5.) Democratic irinciples shall prevail at the Verhovay F.LA., as well as the American Hungarian Federation. The district also requests closer •ooperation with the other large Jungarian fraternal societies with 1 view of a merger of all these locieties at some future date. 6.) The filling of the seat of the Supreme President in the event if vacancy shall not be referred o the jurisdiction of the Board if Directors. In accordance with lemocratic procedure the Viceiresident elected by the Convenion shall assume this office. 7.) iranch 230 moves the elimination if the office of district managers. iVith 3 votes in favor, 10 ipposed and 2 neutral, the moion was lost. 8.) New branches nay be organized upon request iy 15 members, as heretofore. 9.) Weekly treatments shall not be -equired in cases of fractures ir incurable illnesses when the ratient’s condition does not make such frequent treatments necessary. 10.) The Association shall •ender more extensive assistance ;o the aged members. The grantng of partial waiver of premiums shall not be made dependent upon he exhaustion of the loan values if their certificates. 11.) Members having attained the age of 70 shall be issued Paid-Up eerificates, provided they have paid membership dues for at least 30 years. 12.) The branch managers i.nd presidents shall be charged with the supervision of the sick members and the office of sick visitors shall be abolished. 13.) Only matters pertaining to the business of the Association shall be discussed at the meetings of the Board of Directors whose jurisdiction shall not extend as far as to include the right to increase their own salaries. In exceptional instances such matters are to be submitted for a vote to the delegates of the Naj tional Convention. 14.) The Verhovay Journal shall deal only with matters pertaining to the Association. Articles on political issues, novels, etc. shall not be published. The next meeting of the District will be held in Richmond, Ind. The following were elected delegates to the National Convention : Stephen Botos of Branch 192, Joseph Czeiszperger of Branch 447, and Anton Krista of Branch 114. The meeting held on June 29th, 1947, at the Hungarian Home in Berwick, Pa., was called to order by district president Frank Müller. It was decided to hold the election of district officers at the end of the meeting. However, due to Branch 174 having attained district status, the recording secretary of District 5 became the recorder of District 5/B and, therefore, chairman Müller appointed John Kopachv of Branch 11 pro tern Recording Secretary. After a thorough discussion of the proposed amendments of the By-laws the meeting adopted the following recommendations: 1.) Managers of all branches having less than 50 members shall be paid $10 per month. 2.) The Association shall be divided into 10 or 12 zones and a director shall be elected from each of these districts in order to avoid unproportional representation in the Board of Directors, as was the case after the last Convention when 5 directors were elected from the State of Ohio. The chairman and the recording secretary of the Board of Directors shall be elected from among the members of the Board. 3.) Objections arc raised to the unnecessary travels of the directors and the supreme officers and, also, to increasing their own salaries. Matters falling under the jurisdiction of the Convention must be submitted for a vote to the Delegates who are elected for a four year term during w'hich they continue exercising the prerogatives of the National Convention. 4.) The publication of the Verhovay Journal shall be put on a more business-like basis. 5.) The present provisions pertaining to representation shall remain unchanged. 300 members shall have the right to send a delegate to the National Convention and branches having at least 15 members shall be entitled to representation at the district meetings. 6.) The reduction of the number of districts is recommended. 7.) The District voted by unanimous acclamation in favor of rendering continued support to the American Hungarian Federation. 8.) Dividends, amounting to 3% of the reserves, shall be paid annually, provided the solvency ratio of the Association exceeds 110 9.) After thorough and lengthy deliberations the delegates unanimously request the Home Office to render a detailed account of the salaries of the district managers and of the provisions of their contracts with the Association. The District requests the Convention to waive the premiums of all members who have been members in good standing for forty years. All such members shall be issued I’aid-up certificates at the 40th anniversary of their admission. Pa.; Joseph Tizekker, Br. 135, Nesquehoning, Pa,; Michael Zsipay, Br. 158, Kingston, Pa.; Andrew Arvay, Br. 42, Throop, Pa.; John Titko, Sr., Br. 261, Forest City, Pa.; Joseph Vass, Jr., Br. 272, Jessup, Pa.; Emery Delbo, Br. M.31, Kulpmont, Pa., and Louis Kish, Br. M.132, Sheepton, Pa. Branch 1, Freeland, Pa., was not represented. The District meeting authorized the President and Secretary to turn over the entire balance in the district treasury, $85.42, to the American Hungarian Relief, Inc. The next meeting of the District will be held in Berwick, Pa. — Frank Müller was elected district president for the next four years and John Kopachy district recorder. The delegates to the National Convention were elected by secret ballot. Anthony Katona and Joseph Janaszik were appointed as Election Committee. Vendel Petrovicz received 14, Joseph Vass Jr., 9, Frank Müller 2 and Joseph Janaszik 3 votes. Vendel Petrovicz and Joseph Vass Jr., were declared duly elected delegates. The election of alternate delegates followed. Anthony Katona received 11, Michael Zsipay 1, Andrew Arvay 7, Joseph Janaszik 12, Frank Müller 3, Joseph Tizekker 1, Emery Delbo 1, Joseph Egri 1 and Joseph Martz 1. Joseph Janaszik, Anthony Katona, Andrew Arvay were declared alternate delegates. The expenses of the meeting were $263.64. District 5 wishes to form a Bowling League. Vendel Petrovicz was appointed by the President to attend to the arrangements. DISTRICT 6 LACKAWANNA, N. Y. The meeting of District 6 was held in the Lackawanna Hungarian Presbyterian meeting hall on June 22nd, 1947. Present were: ! Rev. John L. E. DePapp, Nicho- I las Nagy, Louis Kocsis from Buffalo, N. Y., Br. 121; Andrew Banj dy from Depew, N. Y., Br. 290; Frank Komaromy from Ithaca, N." Y., Br. 221; John Beky and William Sary from Lackawanna, N. Y„ Br. 84. The meeting was called to order by President John Beky. The term of the officers having expired the meeting registered its appreciation of their services and, then, unanimously reelected John Beky President and the Rev. John L. E. DePapp Recording Secretary of the District. Andrew Bandy and the Rev. L. E. DePapp, former delegates of the District, were unanimously nominated for reelection. The Rev. DePapp, regretfully declining the ; nomination due to his inability to attend the National Conve.ntion, nominated the President of Branch 121. Thereupon the meet- | ing unanimously elected Andrew Bandy and Nicholas Nagy delegates, and Frank Komaromy and Louis Kocsis alternate delegates. Complete unanimity marked the deliberations of the representatives who instructed the delegates to the National Convention to vote in all matters in accordance | with the following recommendations adopted by the district meeting: 1. ) The office of the chairman j of the Board of Directors shall be separated from that of the Supreme President on the ground of incompatibility. The chairman and the recording secretary of the Board of Directors shall be elected from among the members of the Board. The delegates feel that the Supreme President, being responsible for most of the actions of the supreme oficers, cannot be unprejudiced, especially when the actions of the supreme officers are discussed by the Board. For the same reason the Supreme Secretary ought not to act as the recording secretary of the Board of Directors. 2. ) The District meeting objects to the Board of Directors acting in matters which belong to the jurisdiction of the Convention. This refers particularly to such issues as the raising of the officer’s salaries which is entirely beyond the jurisdiction of the Board. The Board of Directors shall have no right to act in matters belonging to the jurisdiction of the Convention. Such matters are to be submitted for a vote to the delegates of the National Convention. 3. ) It is obvious from the Minutes of the Board of Directors’ Meetings that due to the insufficiency of the Expense Fund its increasing is desired by the Board. The District submits that an undue burden is put upon the Expense Fund by the frequent travellings of the directors and officers and the unwarranted increasing of their own salaries. The district feels that a national advertising campaign could relieve the burden put upon the Expense Fund and, at the same time, help cover the expenses of publishing the Verhovay Journal which, having a circulation of nearly 60,006, is one of the most outstanding advertising mediums in the Hungarian language field. The launching of an aggressive and business-like advertising campaign is recommended by the district. 3a.) In addition to the above a ruling should be adopted to the I effect that the salaried officers of the Association are not entitled to per diem fees when on out-oftown missions. Up to the present, the salaried officers have received per diem fees in addition to both travelling expenses and salaries. This practice must be discontinued. PAGE 7 4. ) The annual payment of di« vidends, especially when the solvency ratio of the Association exceeds 119%, is recommended. The dividends payable should represent 3% of the reserves. 4a.) The Convention of 1943 suspended the payment of dividends with the understanding that the monies thus withheld from the membership will be deposited in a separate fund to be used for the payment of death benefits after military casualties if they should prove an excessive burden on the Mortuary Fund. It was found, however, that the military losses of the Association have I not exceeded mimimum expectations. As a result, it has not become necessary to touch these funds. Obviously, this money, plus interest earned, still are in possession of the Supreme Treasury. It is recommended that these monies, rightfully belonging to the membership, be paid in full to the members of the Association. Should the Association reject this recommendation it is requested that the reasons thereof be published in the Verhovay Journal. 5. ) The recommendations of the Board of Directors that representation of the membership at the National Convention be limited to one delegate for every 500 members and that the delegates shall be entitled to a fee of $100 for their services, are rejected by the District. The District attributes great importance to the task of the delegates which cannot be discharged ^n short order if it is to be done thoroughly and efficiently. 6. ) The District rejects also the recommendation that each delegate shall have 5 votes if representing 500 members. The adoption of such rule would subject the delegates to suspicions and temptations. Each delegate should have only 1 vote to tie used for the benefit of the Association as a whole. 7. ) The importance of the American Hungarian Federation isi recognized by the District which feels, however, that all Hungarian organizations in America should be represented in both the Executive Committee and the Board of Directors. This great institution must not be governed by certain factions and it must not be used as the political platform of a single, one-sided, small group. S.) Since neither the managers nor the branches receive any remuneration fro retaining juvenile members, the District recommends that juvenile renewals be treated in the same manner as renewals in the Senior Order. 9.) The unanimous opinion of the delegates being that no work at all is performed by the District Manager in the 6th electoral district, which he does not even visit for years, it is recommended that the office of the District Manager in the 6th electoral district be discontinued. 1C.) The next meeting of the District will be held in Ithaca, N. Y., because no meeting had been held there for a number of years. 11.)
