MINUTES taken at the meet­ing of District 25/B. on June 15, 1947, at Detroit, Mich. 1. ) District President Michael Burdohaji welcomes the members attending the session and calls the meeting to order. 2. ) Upon request by the district president, the district recorder reads the Minutes of the meeting held on November 28, 1943, which is duly approved and witnessed. 3. ) In reply to the question of the chairman, the district record­­ef reports that a letter has been received from District 18 of Cleve­land, O. The letter is read and, then, referred for further action to the Committee of Amendments to be elected at this session. 4. ) The chairman, announcing that the proposed amendments to the By-laws are to be discussed and the delegates to the National Convention are to be elected, re­quests that the members indicate their preference as to the order in which these matters are to be disposed of. The membership un­animously decides that the elec­tion of the delegates be held im­mediately. 5. ) Nominations are called for by the President. Joseph Szabó, Joseph Letenyei and Mrs. Joseph Demeter are nominated. At the election 34 ballots are cast for Joseph Szabó, 21 for Joseph Le­tenyei and 16 for Mrs. Joseph Demeter. Joseph Szabó and Jo­seph Letenyei are declared the duly elected delegates of District 25/B. to the National Conven­tion. 6. ) Mrs. Joseph Demeter and Stephen Nagy are elected alter­nate delegates. 7. ) The chair calls for nomina­tions to the Committee of the Amendments to the By-laws. The officers of the Branch are unani­mously commissioned by the mem­bership and the following are elected as additional members of the Committee: Mrs. László Jo­seph, Mrs. Andrew Csorgo, Mrs. Louis Korponai. The District re­corder is instructed to call a meeting of the Committee for either a Saturday or a Sunday. 8. ) The expenses of the district session are set at $25.17. 9. ) Thanking the members for their attendance, the District President closes the meeting. The meeting of Branch 130, constituting District 26/C., was held on June 8, 1947. Joseph Churilla, President, opens the meeting. Nicholas Palla is elected delegate to the Na­tional Convention, and Louis Churilla as alternate. The dele­gate is charged with represent­ing the District in accordance with the following resolutions. 1.) District 26/C. proposes that managers of branches constitut­ing districts in themselves be granted 40% commissions. It is prpoosed further that several lo­cal organizers be appointed in such districts and the one secur­ing the greatest number of new members shall be elected dele­gate to the National Convention. 2. ) It is proposed that those who have been members in good standing since 1915 and have at­tained the age of 75, shall1 not pay dues any longer. , 3. ) It is proposed that $15.00 Childbirth Benefits be paid to all female members of the Associa­tion regardless of whether or not they are members of the Sick Benefit Department, on the con­dition, however, that application for membership be made for the newborn child. The reason for this proposal is that, in many instances, though the mother has been presented with this gift of the Association, her child was not permitted to join the Ver­hovay. 4. ) It is proposed that the Ver­hovay declare dividends each and every year on the condition that at least 2% (of the reserves) will be paid. If that is impossible, j dividends should not be declared at all. 5. ) The District requests that juvenile membership increase also be taken in consideration when application for sport-grants is made. Juvenile membership certi­j ficates on the limited payment j plan (20 Year Life or 20 Yr. En­dowment), of at least $500 face value, shall be counted, like the new members in the adult classes, toward the production requirement of the Branch. This is proposed because the juvenile members, especially in sport activities, re­present the future of the Associa­tion. 6. ) It is proposed that in the future, when the increasing of the salaries of the Supreme Officers and the Board of Directors seems advisable, the delegates to the National Convention be polled on the matter as only the delegates have authority to decide in mat­ters reserved for the jurisdiction ; of the Convention. 7. ) The expenses of the dis- j trict session are set at $12. The meeting of Branch 96, West Pullman, Chicago, 111., constitut­ing District 27/C. was held on May 14, 1947. Present were: Frank Tinich, President, John Ma­­tanyi treasurer, George Shamel, Manager, Bernard Piszar record­ing secretary, Charles Bako, audi­tor, Joseph Kiss and Dennis Gyer­­ko Sr. The meeting is called to order at 8 P.M., by the President. First the proposed amendments as adopted by the March meeting of the Board of Directors are dis­cussed seriatim. The district proposes that §3 remain unchanged. The proposed amendment to §4 is adopted on the condition that any member in good standing, holding an at least $1,000 membership certificate, be eligible for delegate to the Na­tional Convention, regardless of whether or not he is a member of the Sick Benefit Department. The amendment of §6 is reject­ed. The amendment to §7 is ap­proved on the condition that the requirement for requesting a roll eall vote be raised to 15 members. The amendment proposed for the concluding paragraph of this sec­tion is rejected. The proposed amendment to §8 does not meet the approval of the meeting. The travelling time en­titling to a per diem fee shall be raised from 6 to 8 hours, in this paragraph. The proposed amendments to §9 and §10, section k./, are rejected. The proposed amendments to sec­tions m./ and o./ in the latter paragraph are approved. Also ap­proved is the proposed amend­ment to section f./ of §13. The paragraph to be inserted between §17 and §18 is approved. The proposed amendment to §20 ac- j cording to- which the organization of a new branch may be requested by 25 members (instead of 15), is approved. The proposed amendments to §22, §23, and line 8 of section 9 of §31 are favored. The District also favors the amendments pro­posed to sections 17 and 18 where “90 days” are to be replaced with “30 days”. The proposed amend­ments to §44, §45 and §66 (the Verhovay Journal to be publish­ed once a month each in the Hun­garian and American language) are favored. In reference to the circular let­ter of Branch 14 the Committee proposes that the Supreme Presi­dent should not be the chairman nor the Supreme Secretary the Recorder of the Board of Direct­ors. The Board of Directors shall have no authority to raise their own and the supreme officers’ sa­laries. Jurisdiction in such matters shall be reserved for the dele­gates of the National Conven­tion for final decision. The Recorder of District 27/C., who at present is the Manager of Branch 96, presents his mo­tions. In view of the fact that the servicing of larger branches with 5-600 members involves a great deal of work, the Conven­tion is requested to develop a plan for the proper compensa­tion of branch-managers. The fee of 50 cents per member paid at present is insufficient as it has to be spent for travelling ex­penses. Frank Tinich and John Mata­­nyi are elected delegates to the National Convention and Charles Kardalos and Dennis Gyerko Sr., alternates. Expenses of the dis­trict session are $10. The meeting of District 12/B., was held on June 14, 1947, at the Hungarian Greek Catholic school, immediately following the regu­lar monthly meeting of Branch 71. Present were: A. John Tóth, President, John Kucik, Manager, R. Stephen Szabó, comptroller, Nicholas Hies, Stephen Illés, Gel­ler Lorincz, John Dancso, Frank Szalay, Joseph Szalay, Anton Sza­bó, Peter Szabó, Joseph Rembecz­­ky, John Koletar, Gabriel Czernai, John Kukta, Joseph Bozsik, Ni­cholas Toth, John Prekup, Nicho­las Szakszón, John Szakszón, Charles Farkas, Charles Sziics and John Skoderbek. 1.) Frank Szalay, R. Stephen Szabó and Ste­phen Dies were elected to the Committee of Elections. 3. ) The Committee found that 23 members eligible to vote at­tended the meeting. Nominations and elections were held by sec­ret ballot. John A. Toth was no­minated by 11, John Kucik by 8, Stephen Dies by 2 and R. Stephen Szabó by 1 hallott. John A. Toth was elected delegate to the Na­tional Convention by 14 votes and John Kucik alternate by 9 votes. 4. ) The American Hungarian Federation and the matter of Branch 34 and the Pittsburgh Social Club were discussed. Both matters were tabled. 5. ) The Recording Secretary announced that excepting the re­corder’s fee of $5 there were no expenses in connection with the district session. Branches 22, 49, 55, 74, 79, 127, 138, 229, 289, 307, 342, M. 13, M. 58, M. 128, M. 135, M. 154. The meeting was held on June 15th, 1947, at the Hungarian Re­formed school-hall, Chicago, West Side. The delegates are welcomed by John Wesesku, President of Branch 342, who requests that a pro tem. chairman be elected. An­ton Lachman is nominated. In view of the absence of both the district president and recording secretary, Anton Lachman moves that the district president and re­corder be elected for the next four years’ tenure. The motion is seconded and adopted and the meeting elects John Peleskey, President of Branch 138, Gary, Ind., district president, and John Csömör, member of Branch 229, Indiana Harbor, Ind., recording secretary. Following the examination of the credentials of the delegates, the meeting proceeds to the dis­cussion of the proposed amend­ments to the By-laws. District 26 proposes that the dues of those who have been members in good standing of the Association for 35 years and have attained the age of 70, be reduced by 50%. It is unanimously agreed that the Supreme President shall be retained as the chairman of the Board of Directors. It is unanimously resolved that the Supreme Officers and Board of Directors shall have no au­thority to increase their own sa­laries. The following resolutions are unanimously adopted: Representation by one delegate for every 300 members shall re­main in effect as heretofore. — The District requests that the card-system used in the Juvenile Order be introduced in the Senior Order. — The District proposes that at the National Convention the Supreme President and one of the Supreme Officers shall have the right to vote. — The provision that a roll call vote be ordered upon request by 5 members, shall not be changed. ■— The rules governing the com­pensation of the convention de­legates shall not be altered. — The provision that a branch hav­ing at least 15 members is en­titled to representation at the district meeting shall remain in effect. — The office of the Su­preme President, in case of va­cancy, shall not be filled by the Board of Directors. It is to be assumed by the vice-president. — The directors elected by the Con­vention shall assume their of­fices on January 1st. — The pro­vision that a new branch may be organized upon request by 15 members shall not be altered. —• The proposal of charging a 20 cents’ fee for the issuance of a loan is favored. — The proposal that the Auditing Committee meet only twice a year, is favored. — The District requests that the Verhovayak Lapja be published semimonthly.
