Imre Nagy's political agenda (inaugurated in June 1953) extended the home-building project-which had thus far focused on industrial centres-to the whole country with the intention of taking into consideration the real needs of the population. In response to all the criticism about standard designs, the Ministry liberat­ed the industry of designing flats at a conference held in November of 1954; with that the making of individual designs and local types was authorised.
