Katolikus megújulás a 18. századi veszprémi egyházmegyében The development of the parish-network required the reorganisation of the ecclesiastical administration. The decanal-system gradually became proportioned. Canonical visits were held according to deaconries, frequently under the direction of the dean. Problems that had arisen in the visits were redressed by circular letters of the bishop or by quaterly decanal coronas, where theological disputes were also held and current pastoral matters were also dealt with. Bishops issued, apart from circular letters, comprehensive episcopal commissions. Organising parishes and governing the ecclesiastical hierarchy provided only the framework for the Catholic reform, which actually took place in the congregation. The key for the ecclesiastical reform was the reform of the clergy. The embodiment of the ideal priest was the officiating, preaching, educating and houseling parson, who also led a virtuous life, held good intercourse with the flock, did not fall under the suspicions of concubinacy or intemperance and ministered the parish benefice well. 139
