Your letter came shortly after my arrival in Madrid. Thank you for such a clear exposition of the Transylvanian World Federation's views.

The U.S. delegation shares your interest in preserving the culture of the Hungarian minority in Romania. We know that this unique culture is woven from the bonds of religion, language and common historical experience. Therefore, we share the world Hungarian community’s concerns about the existing restrictions on religious freedom in Romania, the state-imposed barriers impeding contacts with Magyar populations outside Romania's borders and the limited opportunities in Romania for education in the Hungarian language and history.

Let me assure you that the U.S. delegation will continue to insist that the Romanian Government fulfill its human rights commitments toward the Hungarian minority under the Helsinki Final Act.
