EXmWTFVTE MFARTMEKT BY THE GOVERNOR: WHEREAS: Michael Kovats de Fabriczy of Hungary, an experienced dragoon officer, volunteered to serve in the Continental Army of the United States in 1777, having served with great distinction in the cavalry of King Frederick II, the Great of Prussia, in the Seven Years' War; and WHEREAS: The Continental Congress, acting upon the advice of the American envoy to Paris, Benjamin Franklin, conmissioned Michael Kovats a Colonel of Cavalry, and General Washington, Commander-in-Chief of the Continental Forces, appointed Colonel Kovats Master of Exercise for the dragoon service; and WHEREAS: Colonel Kovats performed invaluable services for the Continental Congress, the Continental Army and the American Dragoon Service by thoroughly training the newly-formed American cavalry in the theory and practice of dragoon warfare, establishing for the horse troops standards of excellence similar to those established for the Infantry by General Von Steuben; and WHEREAS: Colonel Kovats campaigned for two years under General Washington and served as second in command in General Count Pulaski's Legion, and on May 11, 1779, was killed in combat while engaged in the successful American attempt to resist the first assault on Charleston by the King's troops; and WHEREAS: Michael Kovats de Fabriczy's life has served as an example for many Hungarians throughout the years, and is today still considered by many to be a model for modern man to live by; and WHEREAS: The year 1979 will mark the two hundredth anniversary of the death of Colonel Kovats; now THEREFORE: I, George Busbee, Governor of the State of Georgia, do hereby invite the citizens of Georgia to recognize the gallant conduct and ultimate sacrifice of Colonel Michael Kovats de Fabriczy, who gave his life in the cause of American Independence.
