Page 6 TESTVÉRISÉG The Credentials Committee of the Convention shall meet the day immediately before the commencement of the Con­vention to consider all material and legally competent testi­mony presented to it and render a decision. This decision may be appealed to the Plenary Session of the Convention, whose decision shall be final. QUORUM: The quorum shall be constituted of five percent (5%) of the voting membership at any special meeting. If a quorum is not present at the first meeting of a branch for the election of delegates to the Convention, a second meeting shall automatically be called one week later at the same location and time. Those present, regardless of number, shall constitute a quorum. RECOMMENDATIONS to the CONVENTION: The recommendations to the Convention adopted at the branch meetings must be attached to the list of names and addresses of the elected delegates and alternates and copy of the minutes of the branch meeting at which the recommendations were made. I ask our Branch Managers and Branch Officers to hold the branch meetings and elect the delegates and alter­nates as mandated by our By-Laws. The results of the elec­tions, with copies of the minutes and branch resolutions, should be promptly mailed to the Home Office - Attention: The President. George Dózsa, President Proposed Revisions of the Existing By-Laws of The Hungarian Reformed Federation of America The By-Law subcommittee of the Strategic Planning Committee has been working on the revision of the Federation’s By-Laws for over a year. In the past six months, meetings have been held on the district level to intro­duce the new proposed By-Laws. In turn, the committee has been soliciting input from our local branches, as well as support for the new amendment to the existing By-Laws. The Spring Meeting of the Board of Directors will complete the final draft of the proposed By-Laws which the Board is planning to present to the Delegates of the 36th Quadrennial Convention in Septem­ber 2000. Major changes in the proposed By-Laws focus on the management structure of the Federation and how we select and elect the National Officers. In the present version of the By-Laws, the National Officers are elected by the Conven­tion for a duration of four years. In the proposed By-Laws, this task would be assigned by the Convention to the Board of Directors. Based on the qualification of the individuals, the Board would appoint the National Officers. Duration of their appointment would be tied to job performance. Another major change in the proposed By-Laws would be the reduction of the National Officers from three to two. The new positions would be: CEO/President and Secretary/ Treasurer. Major responsibilities of each officer would be listed in the By-Laws. The third major change in the proposed By-Laws would be the election of the Chairman of the Board by the newly elected Board. The Executive Commit­tee would then consist of: Chairman of the Board, CEO/President, and Sec­retary/Treasurer. Daily operation/supervision of the Home Office and the business of the Federation in general would be carried out by the two appointed Na­tional Officers (CEO/President and Sec­retary/Treasurer). The Chair would visit the Home Office periodically (once or twice a month for a day or two). The rest of the By-Laws would remain es­sentially unchanged.
