FLAG UPDATE House passes flag measure; arena shifts to Senate side On June 12,1997 the United States House of Representatives overwhelmingly passed HJ Res 54, a proposed flag protection amendment, 310 (TEA); 114 (NAT); 11 Not Voting. This action is a major victory and the first of the three-step process of amending the Constitution to return to Americans the right to protect their flag. The measure goes next to the U.S. Senate where introduction ofa proposed flag protection amendment is expected later in the summer.
