He directs and supervises the tabu­lating operation and furnishes the National Officers with monthly statistical report. d) He determines the validity of claims on the basis of submitted documents, examines their correctness as to legality and numer­ical accuracy. If, on preliminary examina­tion, he finds payments on claims not per­missible, he denies validation and gives his reason to the Executive Committee. The decision of the Executive Committee is final in all claim settlements. c) He, together with the other National Of­ficers, prepares the necessary amendments to the by-laws. f) He sends out the reports of the National Officers to the Members of the Board of Directors twenty days before the meetings, as well as the minutes afterwards. He cir­culates official letters between them and the Home Office. g) He is one of the guardians of the safety deposit boxes containing the securities. h) He performs the duties of the President while he is absent or incapacitated. i) He shall prepare all vouchers, and is auth­orized to sign checks in the absence of the Treasurer or the President. j) He is one of the associate editors of the official publication. k) He shall give instructions pertaining to his office to the field force. l) He shall submit reports of his activities to the Board of Directors and the Convention. m) He is ex-officio Vice President of the Board of Directors and the Board of Man­agers of the Bethlen Home and the Board of Directors of the Student Aid and Loan Fund. OFFICE OF THE TREASURER 46. The Treasurer is the chief financial and accounting officer of the Federation. His duties are as follows: a) He is the guardian of all property of the Federation. He shall receive all moneys from various sources, deposit and receipt the same in the name of the Federation. b) He shall keep records of all assets, in­cluding mortgage loans, purchase and sale of securities and properties, and shall pre­sent for action of the Executive Committee all investment matters. He shall make pur­chases and sales of securities and properties as directed by the Executive Committee. c) He shall issue all checks or disbursements on vouchers drawn and shall keep accurate records of the same and shall transmit such checks. d) He shall control and handle, in the presence of one of the other National Officers the securities of the Federation kept in safety deposit boxes. e) He oversees, supervises and is responsible for systems and controls procedures of dues collections throughout the branches with concurrence of the Executive Com­mittee. f) He maintains the Trust Fund of Unclaimed Benefits according to the rules and regula­tions of the Insurance Departments. g) He prepares and maintains payroll records, computes and submits payroll taxes and reports to the respective states and pro­vinces. h) He prepares, in cooperation with the Na­tional Officers, the annual budget and sub­mits reports concerning the limitation of expenses. i) He shall make a report of the annual trans­actions and the fiinancial condition of the Federation to the Board of Directors and the Convention. j) He shall give instructions pertaining to his office to the field force. k) He is one of the associate editors of the offcial publication. l) He is ex-officio member of the Board of Directors and the Board of Managers of the Bethlen Home and the Board of Direc­tors of the Student Aid and Loan Fund. ADVISORY MEMBERS The Administrator of the Bethlen Home 47. The Administrator shall present a writ­ten report to the regular meetings of the Board of Directors and to the Convention. He may partake in the discussion of the Convention and the Board of Directors meeting in matters per­taining to the Bethlen Home. VII
