(Continued from page 11) ELECTION IRREGULARITIES 16. “In tlie event that any irregularity in the method of convening of any meeting for the election of delegates and alternates or in the mode of election of said delegates or alternates or in the event a protest or complaint concerning the method of convening or election is received by the President, he shall forth with request full detailed and notarized written re­ports from the officers of the branch and the person or persons filing complaints. Said reports shall be forwarded to the President within ten days by certi­fied mail from the date of receipt of the request for same. Upon receipt of said reports, or in the event one or more reports shall not be received, the Presi­dent shall convene the Executive Committee for consideration. The Executive Committee shall report said matter to the Board of Directors along with their recommendation. The Board shall either approve or reject the recommendation and notify the Branch of its decision and/or directive for corrective action. Should said Branch refuse or neglect to take such corrective action, the Board of Directors shall have the authority to declare the election null and void. The action of the Board shall be reported to the Convention and may be appealed to the Convention.” a) “The Credential Committee of the Convention shall consider all material and legally competent testimony presented to it and render a decision. This decision may be appealed to the Plenary Session of the Convention, whose decision shall be final.” MEMBERSHIP RIGHTS 57. “All members of the adult insurance depart­ment of the Federation may be present at the meeting of the branch. A member in arrears in dues for 30 days shall not be entitled to vote.” 73. “The monthly dues are due and payable on the first day of each month and must be paid on or before the 30th day following said date. The member who fails to pay his dues by the end of the 30-day period shall be suspended from membership rights by the office of the Treasurer on the 31st day after due date. The limit of a member’s suspension shall be a maximum of three months. If during this time he pays all his arrearages, he shall be reinstated to membership.” SPECIAL BRANCH MEETINGS 59. “The president of the branch shall conduct its meetings.” 60. “In case of the absence of the president, his rights and duties shall he assumed by the vice presi­dent.” 61. “The secretary of the branch shall take the minutes of the meetings and preserve them in proper form, and submit them to the Secretary of the Federation. Upon request he shall summon regular and special meetings.” 64. “Whenever the President deems it necessary, he may with the approval of the Executive Commit­tee, appoint a branch manager. He shall assume all the duties of the branch secretary and treasurer. His remuneration shall be fixed by the Executive Com­mittee.” AMENDMENTS TO THE BY-LAWS “Amendments to the by-laws may only be made by the Convention. Amendments may be proposed by the Board of Directors or a branch. All proposed amendments to the by-laws by a branch shall be forwarded to the Executive Commit­tee at least one month before the first day of the Convention.
