He arranges all substitutions for the National Officers in the manner prescribed in paragraph 33 of these by-laws. d) He controls issuance of membership certificates and documents involving property rights, and validates them with his signature. e) He countersigns disbursements. f) He calls the Executive Committee meeting at least once a month, for a discussion of all the current matters. He distributes all the matters to be referred to the Board of Directors or the Convention. g) He provides direction for the cultural, fraternal and social activities prescribed by the charter and by-laws. h) He, together with the other National Officers, prepares the necessary amendments to the by-laws. i) He calls and prepares the agenda of the Convention; he attends to all matters pertaining to the election of the delegates. j) He prepares and calls the meetings of the Board of Directors, and prepares the subject matter for them; he sends out the reports of the National Officers to the Members of the Board of Directors in advance, as well as the minutes of each meeting; and circulates the official let­ters between them and the National Officers. k) He prepares the report for institution of necessary disciplinary procedure and its subject matter for discussion. l) He reports to the respective meetings on the functions of his office. m) He is the Editor-in-Chief of the official publication. OFFICE OF THE EXECUTIVE VICE PRESIDENT 45. The duties of the Executive Vice President are as follows: a) He does all work arising in connection with the charter of incorporation and the licenses of the different states and Canada. b) He has reports and actuarial statements prepared for submission to the insurance depart­ments in the United States and Canada. c) He acts as principal accounting officer. d) He allocates amounts paid into the treas­ury of the Federation to the funds according to the by-laws and the directives of the Board of Directors. e) He maintains a complete, individual rec­ord of the members, handles their transfers, sus­pensions, lapses and reinstatements. He directs and supervises all tabulating operations and furnishes the National Officers with monthly statistical data. f) He checks and controlls all the income and the disbursements. g) He determines the validity of claims on the basis of the submitted documents, examines their correctness as to legality and numerical accuracy. If, on preliminary examination he finds payment on claims hot permissible, he denies validation and gives his reasons to the Executive Committee. h) He computes and registers certificate loans and keeps books on claim settlements. He maintains the Trust Fund of unclaimed benefits according to the rules and regulations of the insurance departments. i) He prepares and maintains payroll rec­ords, and computes and submits payroll tax reports to the respective states and provinces. j) He acts as one of the guardians of the safety deposit boxes containing the securities. k) He is associate editor of the official pub­lication. l) He submits reports of the activity of his office to the Board of Directors and the Con­vention. m) He prepares, in co-operation with the National Officers, the annual budget for sub­mission to the Board of Directors. n) He shall give instructions pertaining to his office to the field force. o I In the absence of the President he per­forms the duties connected with the Home Office. OFFICE OF THE SECRETARY 46. The duties of the Secretary are as follows: a) He is responsible for the enrollment of new members. b) He submits reports of the activity of his office to the meetings of the Board of Directors and the Convention. He shall keep a complete and accurate account of his office. c) He, along with the President, controls the issuance of membership certificates and doc­uments involving property rights and certifies them with his signature. 9
