pitalization certificates before the age of 65, it reserves the right to levy additional assessments. Rates will not be changed for individual members. Any rate change necessary will apply to all mem­bers of the same class. This stipulation will not apply to non-cancellable, guaranteed, renewable hos­pitalization certificates. 118. Hospitalization insurance certificates shall be issued in the form of a rider or as a separate cer­tificate to the life insurance certificate of a member. ARTICLE XVI COVERAGE 119. All provisions of these by-laws shall be applicable with the same force and effect to all members and branches located in the various states of the United States and the various provinces of Canada. ARTICLE XVII MISCELLANEOUS PROVISIONS 120. Only the President of the Federation shall have the power to waive any provisions of these by­laws relating to admissibility to membership, pay­ment of dues and assessments, change of benefici­aries, or any of the provisions of the membership certificates; and any action taken by anyone else through inadvertence or oversight shall not operate by way of waiver or estoppel against the Federation. 121. Should any provision of these by-laws con­flict with the Fraternal Insurance Laws of any of the states or provinces wherein the Federation is licensed to operate, the provisions of the Fraternal Insurance Laws of the states and provinces shall pre­vail to the same extent as if specifically incorporated herein. 122. Whenever the adult membership of the Fed­eration shall diminish to one hundred fifty (150) members or less, a special meeting of the Convention shall be called, whereupon a plan of procedure shall be adopted as to the dissolution or reorganization of the Federation. ARTICLE XVIII. AMENDMENTS TO THE BY-LAWS Amendments to the by-laws may only be made by the Convention. Amendments may be proposed by the Board of Directors or a branch.
