such cases he shall receive the discount indicated on the face of his certificate. On older certificates where the discount is not indicated the member shall re­ceive: one percent for quarterly, two percent for semi-annual and three percent for annual advance payments. For payments of dues for a period in excess of one year in advance discounts will be ap­plied at rates to be determined from time to time by the Federation. 73. The monthly dues are due and payable on the first day of each month and must be paid on or before the 30th day following said date. The member who fails to pay his dues by the end of the 30-day period shall be suspended from membership rights by the office of the Controller on the 31st day after due date. The limit of a member’s suspension shall be a maximum of three months. If during this time he pays all his arrearages, he shall be reinstated to membership. The suspended member shall inform the branch which form of withdrawal equity he desires. The branch shall report the member’s desire to the Home Office. Should the member make no choice, he automatically shall be placed on extended insurance. 74. Members stricken from the rolls or placed on extended insurance may be reinstated to membership within five years from the date of such action if writ­ten application is made therefor, accompanied by a physician’s examination report certifying insurabil­ity, obtained at their own expense. All arrearages of assessments and interest thereon at five percent shall be paid by the member. 75. A member who desires to change his member­ship from one branch to another shall make such request either to his own branch or to the Home Office. Upon his request a transfer form shall be provided. The transfer shall become official when the properly completed and signed transfer form is ap­proved by the Secretary and recorded in the Home Office. A member shall belong either to the branch nearest to his residence, or to the Home Office branch. A member with more than one certificate shall have membership in only one branch in which all his certificates must be handled. ARTICLE VIII BENEFICIARIES Eligibility — Estate — Changes Lost Certificates 76. Each member of the Federation and holder of a beneficiary certificate shall, in the application for such beneficiary certificate, designate by name the person or persons to whom the benefits shall be paid. Said member shall have complete freedom in the selection of his beneficiary except in those states where this is limited by law. 77. In the event the designated beneficiary or beneficiaries die, or for any reason be disqualified, and no further designation is made by the member during his lifetime, the benefits so provided shall be payable to the estate of the member. In case of necessity, the Controller is authorized to advance the burial expenses of the deceased mem­ber up to the net proceeds of the benefit upon pre­sentation of certified bills. The balance of the death benefit will be paid according to the estate of the member. 78. A member is entitled to change his benefi­ciary upon reporting his request to the branch man­ager signing such request in the presence of one of­ficial of the branch or a notary public, sending the same, with his original certificate, to the Secretary. The change of beneficiary shall be effective upon signing of such request in the presence of the branch manager or a notary public. 79. The beneficiary has no vested rights. When the member desiring to change his beneficiary has been legally adjudged insane and a certified copy of such judgement or decree has been furnished to the office of the Secretary, such member cannot ask for change of beneficiary. 80. In case a member has lost his certificate or if a certificate comes into the possession of any un­authorized person who refuses to part with it, the member desiring to change his beneficiary must at­tach to his petition for this change an affidavit sign­ed in the presence of a notary public annulling his previous certicate and requesting a copy of the document containing the name of his beneficiary. ARTICLE IX DISCIPLINING MEMBERS Aim — Offenses — Procedure — Appeals 81. The aim of disciplining is not punishment, but correction. Judgment should not be too severe, and expulsion from membership may be invoked only in cases of serious and repeated violations of the by­laws. With reference to the beneficiary, the certifi­cate holder may keep his certificate in force but shall not exercise any rights of elective or voting privi­leges. 82..
