e) He shall make a report of the annual transactions and the condition of the treasury to the meetings of the Board of Directors and shall present a full report to the Convention. f) He is associate editor of the official paper. g) He shall give instructions pertaining to his office to the field-force. OFFICE OF THE CONTROLLER 47. The duties of the Controller are as follows: a) He acts as principal accounting officer. He initiates systems and controls procedures of dues collections throughout the branches with the concurrence of the Executive Committee. He allocates amounts paid into the treasury of the Federation to the funds according to these bylaws and the directives of the Board of Directors. b) He maintains a complete, individual record of the members, handles their transfers, suspensions, lapses and reinstatements. He directs and supervises all tabulating operations and furnishes the National Officers with monthly statistical data. c) He checks and makes a control oi all the income and expenses, and of all the management of the assets of the Federation. d) He determines the validity of claims on the basis of the submitted documents, examines their correctness as to legality and numerical accuracy. If, on preliminary examination he finds payment on claims not permissible, he denies validation and gives his reasons to the President. In such event, the President shall determine the validity of the claim and the Controller shall act accordingly. Such action shall be reported to the Board of Directors. e) He computes and registers certificate loans and keeps books on claim settlements. He maintains the Trust Fund of unclaimed benefits according to the rules and regulations of the insurance departments. f) He prepares and maintains payroll reo- ords, and computes and submits payroll tax reports to the respective states and provinces. g) He acts as one of the guardians of the deposit boxes containing the securities of the Federation. h) He prepares a report of deceased members for the official publication. i) He is associate editor of the official publication. j) He submits reports of the activity of his office to the Board of Directors and the Convention. k) He prepares, in co-operation with the National Officers, the annual budget for submission to the Board of Directors. l) He shall give instructions pertaining to his office to the field-force. ADVISORY MEMBERS Superintendent of the Bethlen Home 48. The Superintendent shall present a written report to the regular meetings of the Board of Directors and to the Convention. He may partake in the discussion of the Convention and the Board of Directors’ meeting in matters pertaining to the Bethlen Home, and the Bethlen Freedom Press. The Medical Director 49. The Medical Director shall be appointed by and serve at the pleasure of the Board of Directors. He shall inspect the medical examiners’ reports presented for membership. He shall suggest to the medical examiners rules and types of examinations of applicants. He gives his opinion on medical questions when requested. He shall present a written report of his yearly activities to the annual meeting of the Board of Directors and one to the Convention of his activities during the past term. He shall be entitled to partake in discussions of medical matters only. His honorarium is determined by the Board of Directors. The Accountant 50. The Accountant shall be a certified publie accountant. He shall be appointed by and serve at the pleasure of the Board of Directors. Upon request he shall render opinions in financial matters. He shall prepare the annual statements to the States and Provinces. He shall submit an annual written report to the Board of Directors and one to the Convention. He may partake in the discussion of the Board of Directors and the Convention relating to financial matters.
