OFFICIAL SECTION: THE BY-LAWS — Continued from July, August, September 1972 issue. — Vice Presidents of the Federation Duties and Powers 39. Any of the Vice-Presidents may perform the duties of the President in his absence from meetings, or at his request. ARTICLE IV THE NATIONAL OFFICERS Qualifications — Election — Powers — Duties 40. All the affairs of the administration of the Federation are directed by the National Officers under the supervision of the President. The National Officers are: President, Secretary, Treasurer and Controller, who are the heads of their respective offices. They function according to the directives of the Board of Directors and according to the provisions set forth in these by-laws. The terms of their office is from March 15th of the year following their election to the 31st of March, four years hence. The outgoing officer remains in charge of his office until March 31. They may have no other paid employment than their office in the Federation. Their salaries are determined by the Convention. In the interim, between Conventions, the Board of directors may adjust the officer’s salaries in accordance with the cost of living index as published by the Department of Labor. The National Officers, while attending meetings or while on promotional and organizational trips or on any other authorized special mission away from home on behalf of the Federation, shall be entitled to travel expenses and per diem expenses as determined by the Board of Directors. 41. The election of the National Officers shall be from a list of qualified applicants. Public announcement shall be made for applicants at least two months prior to the Convention. The applicants shall submit their qualifications for the particular office together with proof of their educational background to the President, who in turn submits them to the Board of Directors. The age of the applicants shall not be over 66 as of December 31 of the Convention year. Applicants qualified by the Board of Directors shall be certified to the Committee on Nominations, who shall present the nominees to the Convention. 42. The National Officers constitute the Executive Committee. They shall have the administrative power during the interim between the Board of Directors meetings and shall pass on all investments of the Federation. In this committee, the President of the Federation shall have voting power. In the event of a tie vote or upon the Committee’s own motion, a particular investment may be referred to the Board of Directors for action. 43. The National Officers, except the President, shall be under bond in the amount determined by the Board of Directors and paid for by the Federation. OFFICE OF THE PRESIDENT 44. The President is the chief executive officer and official representative of the Federation. He shall preside over all the conventions, the meetings of the Board of Directors and the Executive Committee. His other official duties are as follows: a) As the Supervisor of the Home Office and organizational departments and employees, he is responsible for the execution of both internal and external activities of the Federation and the rules of administration determined by the Board of Directors. b) He distributes all correspondence and communications to the respective National Officers. c) He handles all matters which by their nature are to be attended by the Home Office, but which are not specifically listed under the jurisdiction or duties of the respective offices. He arranges all substitutions for the National Officers in the manner prescribed in paragraph 33 of these by-laws. d) He controls issuance of membership certificates and documents involving property rights, and validates them with his signature. e) He authorizes the settlement of all claims and countersigns disbursements against the Federation. f) He calls the Executive Committee meeting at least once a month, for a discussion of all the current matters. He distributes all the matters to be referred to the Board of Directors or the Convention. g) He provides direction for the cultural, fraternal and social activities prescribed by the charter and by-laws of the Federation. h) He reports to the respective meetings on the functions of his office. i) He is the Editor-in-Chief of the official publication.
