Simplification of dues handling procedure in the Home Office and decrease of dues paying certificates made possible to cut office force in my department by one in 1968. The last Convention recommended “that semi-automated procedure in the billing system and in the administrative work shall be considered by the Supreme Council (the present Board of Directors) but be started only after making everything possible to reduce its cost.” Upon this conditional authorization the Executive Committee explored every aspect and forseeable consequences of this far-reaching innovation and reported its findings to the Board. The members of the Board considered the $40,000.00 cost of transition and the yearly operating expenses prohibitive in 1968 and unanimously voted against the introduction of the Electronic Data Processing. During the term we realized, however, that certain prob­lems cannot be solved in the manual system, (compensation calculated on the premium dollar, dues refund to members, year-end closing work, etc.) therefore, the question of automa­tion will be presented to the delegates of this Convention again for reconsideration. III. STATISTICAL SERVICE. A continuous inventory on membership, certificates and the amount of insurance in force was maintained in my department. IV. CLAIM SETTLEMENTS. The Controller “checks and makes a control of all the income and expenses, and of all the management of the assets of the Federation.” I carefully checked every submitted claim and bill, and after validation I remitted benefits with the approval of the President. We settled close to 12,000 benefit and expense claims dur­ing the past term. Computation of the claims became more complicated with the new hospital, income protection and family security plans. Our claim settlement is smoothly operating. We satisfy properly submitted claims within 24 to 48 hours, thanks to the outstanding cooperation of our branch managers. I am glad to report that our field people understand and appreciate the im­portance of quick and precise payments of benefits. Faithful fraternal service is the foundation of GOODWILL and the safeguard of PROGRESS. V. TRUST FUND Death benefits which cannot be paid to the beneficiaries because of various reasons and proceeds of matured but un­claimed certificates are kept on our Trust Fund of Unpaid Claims. Most of the States consider these deposits abandoned pro­perties after a certain number of years and request transfers to the State Welfare Found under the respective Escheat Laws. 25
