i) He prepares a report to the Supreme Council at its first annual meeting and to the Convention. j) He prepares, in cooperation with the other Supreme Officers, the annual budget for submission to the Supreme Council. ADVISORY MEMBERS The Medical Director 47. The Medical Director is appointed by the Supreme Council. He shall inspect the doctors’ certificates presented by applicants for membership. He suggests to the local medical examiners rules and types of examinations of applicants. When requested to do so by the Supreme Officers, he gives his opinion on medical questions. As an advisory member of the Supreme Council, he shall be present at its meetings upon the request of either the President or the meeting itself and he shall have the right to take part in the discussion of medical matters only. He shall present a written report of his yearly activities to the annual meeting of the Supreme Council and one to the Convention of his activities of the previous four years. He shall be entitled to partake in the discussions of the Convention in medical matters only. His honorarium is determined by the Supreme Council. — 27 — Counsellor-at-Law co o 48. The Counsellor is appointed by the Supreme Council. He gives his opinion on all legal matters and at the request of either the President or the meeting, he shall be present at the meetings of the Supreme Council where he has the right to take part in the discussion of legal matters. He presents a written report of his activities to the annual meeting of the Supreme Council and another one to the Convention. He shall be entitled to partake in the discussions of the Convention in legal matters only. His honorarium is determined by the Supreme Council. The Accountant (Business Counsellor) 49. The Accountant or Business Counsellor is appointed by the Supreme Council. Upon request, he renders opinions in financial matters; he prepares the Annual Statement to the states. Upon the request of the Supreme Officers and the invitation of the President, he shall be present at the meetings of the Supreme Council. He shall submit annual reports to the Supreme Council and one to the Convention. He shall be entitled to partake in the discussions of the Convention in matters related to his duties.
