lapsed his life insurance certificate or if the mem­ber has been stricken from the rolls of life in­surance membership, or upon surrender of the life insurance certificate for any option of withdrawal equities. ARTICLE XVI CLOSING PROVISIONS 122. Only the President of the Federation shall have the power to waive any provisions of these by-laws relating to admissibility to member­ship, payment of dues and assessments, change of beneficiaries, or any of the provisions of the mem­bership certificates; and any action taken by any­one else through inadvertence or oversight in violation of the by-laws shall not operate by way of waiver or estoppel against the Federation. 123. Should any prevision of these by-laws con­flict with the Fraternal Insurance Laws of any of the states wherein the Federation is licensed to operate, the provisions of the Fraternal Insurance Laws of that state shall prevail to the same extent as if specifically incorporated herein. 124. Whenever the adult membership of the Federation shall diminish to one hundred fifty (150) members or less, a special meeting of the Convention shall be called, whereupon a plan of procedure shall be adopted as to the dissolution or reorganization of the Federation. — 56 — between the ages of 16 and 55, provided such members have in force not less than one thousand dollars ($1,000.00) life insurance of any plan with the Federation. The Federation also issues family hospitalization insurance certificates to members in said age group which includes the spouse and children. 117. No medical examination shall be required for hospitalization insurance up to the age of 35; beyond that age medical examination will be re­quired. 118. Both individual and family hospitalization certificates shall be non-cancellable up to age 65. 119. The Federation shall provide for benefits specified in each certificate. Such benefits shall be payable directly to the member or his desig­nated beneficiary and shall not be assignable. Hospitalization benefits shall be paid on submitted and certified claims and bills. Documentary proofs and bills to be submitted shall be the respon­sibility of the member. 120. While the Federation cannot cancel hos­pitalization certificates before the age of 65, it reserves the right to levy additional assessments. 121. Hospitalization insurance certificates shall be issued in the form of a rider or as a separate certificate to the life insurance certificate of a member. Such rider or certificate shall auto­matically terminate in the event the member has — 55 — FRATERNITY
