ARTICLE IX DISCIPLINING MEMBERS Aim — Offenses — Procedure — Appeals 80. The aim of disciplining is not punishment, but correction. Judgment should not be too severe, and expulsion from membership may be invoked only in cases of serious and repeated violations of the by-laws. With reference to the beneficiary, the certificate holder may keep his certificate in force but shall not exercise any rights of elective or voting privileges. 81. Disciplinary offense is committed by that member or officer who does not comply with the decisions of any disciplining authority within the Federation in accordance with these by-laws, or resists the requirements of the by-laws or agitates against the Federation either verbally or in writing or in printed matter, or manifests behavior contrary to law or good morals damaging its interests, or, finally, as an official dees not perform the duties of his office. 82. The institution of disciplinary investigation shall always be ordered by the first authoritative body above the member or officer committing a — 41 — disciplinary offense, that is, in the case of the members, by the president of the branch; in the case of a branch officer, by the branch meeting itself or by the Secretary of the Federation; in the case of salaried employees, by the Executive Committee; in the case of a Supreme Officer or a Member of the Supreme Council, by the same body. In each case after the completion of the investigation, the mentioned authority shall pass basic judgment against which, if appealed, the case will be referred to the disciplinary body second in authority. This secondary authority of discipline is, in the case of the members, the branch; in the case of the branch officers, the meeting of the Supreme Officers; in the case of the Supreme Officers or Members of the Supreme Council, the meeting of the Supreme Council. In case of repeated appeals, the third and final authoritative body is, in the case of the members, the meeting of the Supreme Officers; in the case of the branch officers, the Supreme Council; and in the case of the Supreme Officers or Members of the Supreme Council, the Convention. 83. In shall be the right of the branches to take disciplinary action against any member violating these by-laws. The charges against such a member shall be made to the meeting of the branch in writing.
