FRATERNITY 9 spouses and children of citizens, and natives of Mexico, Canada and other Western Hemisphere countries — to aliens who have special skills or are the parents of U. S. citizens; to establish quotas on a realistic and equitable basis related to population, need and use, and to revise them every five years; to pool and reallocate unused quotas, up to 100,000; and to eliminate the present discriminatory Asia-Pacific triangle provisions. The principles embodied in the bill have been endorsed by American Council for Nationalities Service (ACNS) and many other civic, welfare, religious and labor organizations. On July 23, 1963, President Kennedy urged Congress to eliminate the discriminatory national origins quota system which he said, “neither satisfies a national need nor accomplishes an international purpose.” FORTY-SEVEN CITIES IN THE U.
