12 FRATERNITY announcement. According to Ferenc Miinnich’s statement, Kádár, together with him, Antal Apró and István Kossá had severed all their relations with the Government of Imre Nagy on November 1 in order to initiate the formation of a new government. The UN Special Committee, however, pointed out that this statement was at variance with the facts which became known to the Committee. Kádár had at no time formally resigned from the Nagy Government. The report of the UN Special Committee points out that on November 1, following Prime Minister Nagy’s abrogation of the Warsaw Treaty, a meeting was held between Nagy and Soviet Ambassador Andropov in the presence of Kádár. In the discussion Kádár gave support to Nagy and he was quoted as saying to the Soviet Ambassador: “I will come down into the street and use my bare hands to fight your tanks.” The same day on the Budapest radio he praised the insurgents, who, as he said, “were permeated by true patriotism and loyalty to Socialism”, and achieved freedom for the people and independence for the country “by shaking off Rakosi’s despotism and political hooliganism.” Late that evening Miinnich called on Kádár in his house and shortly thereafter Kádár drove with Miinnich to the Soviet Embassy, where another car was waiting for them. The next day and even in the early morning hours of November 3, Kádár still appeared at times in the Parliament Building, where Nagy and the members of his Government met, giving no cause for suspicion. But on November 4 the statement read over the Szolnok radio said that Kádár and his associates “could no longer watch idly while terrorists and bandits, under the cover of democracy, were dragging the country into anarchy.”
