tion shall be qualified by the Supreme Council in the absence of the nominees and thereafter presented to the Convention in the order of preference. 41. The Supreme Officers collectively consti­tute the Investment Committee of the Federation which shall pass on all investments of the Fed­eration. In the event of a tie vote or upon the Committee’s own motion, a particular investment may be referred to the Supreme Council for ulti­mate action. 42. The Supreme Officers, except the Presi­dent, shall be under bond in the amount deter­mined by the Supreme Council and paid for by the Federation. OFFICE OF THE PRESIDENT 43. The President is the Chief Executive Of­ficer and official representative of the Federation. According to the regulations of these by-laws, he conducts, as President: the Conventions, the meet­ings of the Supreme Council, and the conferences of the Supreme Officers. His other official duties are as follows: a) As the Supervisor of the Home Office and organizational departments and employees, he is responsible for the execution of both internal and external activities of the Feder­ation and the rules of administration deter­mined by the Supreme Council. — 19 — b) He distributes the incoming mail ac­cording to destination to the other Supreme Officers. c) He handles all matters which by their nature are to be attended by the central of­fices, but which are not specifically listed under the jurisdiction or duties of the re­spective offices. He arranges all substitutions for the Supreme Officers in the manner pre­scribed in paragraph 32 of these by-laws. d) He controls issuance of membership certificates and documents involving property rights, and validates them with his signature. e) He authorizes the settlement of all claims and countersigns disbursements against the Federation. f) He calls the Supreme Officers to a conference at least once a month, when they discuss all the current matters, distributes all the matters to be referred to the Supreme Council or Convention among and by the proper officers. g) He provides direction for the cultural, fraternal and social activities prescribed by the charter and by-laws of the Federation. (Paragraph No. 2.) h) He reports to the respective meetings on the functions of his office. i) He is the Editor-in-Chief of the official paper of the Federation. — 20 — FRATERNITY
