6 FRATERNITY SOCIAL SECURITY PAYMENTS OUTSIDE U. S. A. ANSWER TO A NONCITIZEN'S QUESTION If you were entitled to a monthly payment for December 1956 under the social security law of the United States, checks can continue to be mailed to you even if you go outside the United States. This is true even if you are not a citizen or a national of the United States, and regardless of how long you stay. But if you first became entitled to the payments after the end of 1956 and you are not a citizen or a national of the United States, the monthly payments may be stopped if you leave this country for more than six months. The Social Security Administration explains that this is because of a change made in 1956 in the social security law. Under the new law, old-age or survivors insurance payments being made to you will be stopped if you are not a citizen or a national of the United States and are outside the United States for more than six months unless one of the following statements is true: You were entitled to the payments for December 1956; You have ten years or more of covered work under the American social security law; You have lived ten years or longer in the United States; You are a citizen of a country which has a social security or pension system that would pay benefits to an eligible American citizen who leaves that country; To stop the payments would be against an existing treaty between the United States and the country of which you are a citizen; You are in the active military or naval service of the United States while outside the United States. If any one of these is true of you, then your retirement or survivors insurance payments under the social security law of the United States can continue to be mailed to you even if you are outside the United States for more than six months. If none is true, then the payments will be stopped if you are outside the United States for more than six months. If the payments are stopped because you remain outside the United States for more than six months, they cannot be started again until you have returned to this country and have been here for a full month. If the social security insurance benefits of a person who is not a citizen or a national of the United States have been stopped because he is living abroad, and he dies while still outside the United States, no lump-sum death payment will be made on his social security account. If you are receiving social security payments but are not a citizen or a national of the United States, and you are thinking of going outside the United States for more than six months, be sure to call at
