The rights of self-government related to the settlement's own affairs were practiced by the municipal corporation, while the administrative duties were carried out by a council supported by an official staff. The author introduced the administrative system and the officer hierarchy including details about the competence. By looking at the bureau's activities it is easy to follow how the settlement developed into a city led by a number of provident majors. The archontological part of the study comprises the names of city honors, officers and other employees including their time spent in office.
