A KIVÁNDORLÁS ÉS A MAGYAR ÁLLAMPOLGÁRSÁG, 1948-1978 This duality resulted in the question of the Hungarian citizenship of the emigrees remaining unsettled, and later contradictory regulations were made, distinguishing between emigrees to „friendly” and Western countries, as well as between politically trustworthy and hostile emigrees, sometimes on the basis of the date when they left Hungary. The chronological limits of the paper are marked by the second Hungarian Act of Citizenship (1948) and the third set of passport regulations (1978). The author explores the stormy relationship between emigration and citizenship rights in these three decades mainly on the basis of primary sources. 834
