VARGA DÁNIEL A PRELIMINARY TO THE DANUBE CONFEDERATION PLAN: IL PROGRAMMA UNGHERESE by Dániel Varga SUMMARY Negotiating at Turin in the beginning of March 1862, Lajos Kossuth, György Klapka, and István Türr suggested that the states located in the Danube region should establish among themselves an offensive and defensive alliance. Thanks to Türr, the content of this confidential conversation reached Ignác Helfy, who had previously been commissioned by the Italian government to create a newspaper that would conveniently serve the interests of both the Hungarian emigration and the Turin government. In his new paper {E Alleanza - The Alliance), Helfy published a minor article from the information transmitted by Türr, with the title of II Programma Ungherese (The Hungarian Program), wich achieved immense success in the Italian press. It got the attention of Marco Antonio Canini, editor of the pro-government Tribuno, who, having found the original article too short, proposed in the name of his paper that the program appear in extenso, with detailed explanations. Two months later, in May 1862, Helfy was very happy to receive the draft of the Danube Confederation from Kossuth, which, complying with the demand of the Italians, he published in the Alliance indescreetly (that is, without permission to do so), thereby provoking major political and press upheaval. The paper explores the circumstances, reasons for, and importance of the publication of the II Programma Ungherese. 583
