A MAGYAR RENDEK ÉS A KORMÁNYZAT KERESKEDELEMÜGYI ELKÉPZELÉSEI wanted to remedy the traditional commercial grievances of the estates, and thereby take the wind out of their sails, through promoting both industry and trade, and to soften the nobility, who opposed the reformes proposed by the court, through promises to improve the tax base and thereby to induce them to vote for a higher tax. The elite of the estates, on the other hand, while acknowledging the importance of the measures aimed at the development of the economy, proved themselves more attached during the discussions to the preservation of their privileges than to the uncertain governmental reforms. Only a fraction of them became interested in the foundation of manufactures and international trading activities. 1232
